About additional measures for support of livestock production and poultry farming, creation of high value added in these spheres

According to the Presidential decree of the Republic of Uzbekistan of January 30, 2025 No. UP-15 "About Measures for Implementation of Modern Mechanisms of Protection and Rational Use of Pastures", and also for the purpose of uninterrupted supply of high-quality and available livestock and poultry-farming products on the domestic markets, expansions of production capacities and increase in efficiency of the state support of livestock and poultry-farming farms:

1. Approve:

Forecast indicators of production volumes of meat and milk in 2025 according to appendix No. 1 *;

Forecast indicators of production volumes of eggs and fowl in 2025 according to appendix No. 2 *;

Indicators of employment of the population on the basis of system of cooperation of poultry farming in regions in 2025 according to appendix No. 3*.

Forecast indicators of export of poultry-farming products in 2025 according to appendix No. 4*.

2. Agree with offers of the Ministry of Economics and finance and Committee of veterinary science and development of livestock production (further - Committee of veterinary science) on support of livestock production and poultry farming for the purpose of achievement of the forecast indicators specified in appendices No. No. 1 - 4 * to this resolution, providing:

a) implementation for the term of 1 April of 2025 till January 1, 2028 of procedure for return to the 25th day of every month, 50 percent of the value added tax paid by livestock and poultry-farming farms to the Government budget. At the same time this procedure extends to livestock and poultry-farming farms which total sales from realization made meat, milk, fowl and eggs constitute at least 90 percent of income gained from realization of all goods (services).

To the Tax Committee together with the Ministry of Economics and finance, and also Committee of veterinary science in two-month time to submit in the Cabinet of Ministers for approval the draft of the resolution providing procedure for the value added tax return paid to the Government budget according to this subitem;

b) the direction till February 1, 2025 of fund of reconstruction and development in the amount of 50 million US dollars on increase in the authorized capital of JSB Mikrocreditbank for financing of system of work on the basis of cooperation with population households in the sphere of poultry farming. At the same time:

at the expense of these means in all regions of the republic on the basis of system of cooperation of the meat and egg directions in poultry farming the Poultry Farming — Income Source project for job security of 1 million people is implemented;

this project will be realized for the purpose of employment of the population due to financial improvement of low-profitable enterprises, attachment of the farms which are on balance of commercial banks to potential large enterprises, the organization of system of cooperation between the production and overworking industries, and also start of new projects.

To the ministry of employment and reducing poverty together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas to create the list of the households which showed initiative of implementation of poultry-farming projects on the basis of system of cooperation at the expense of borrowing facilities of JSB Mikrocreditbank in a month;

c) establishment for a period of up to January 1, 2028 import customs duty in the amount of 5 percent to the motor vehicles imported by the poultry-farming and breeding companies for own needs and to farms, held for use by delivery of chickens (the Commodity Nomenclature of Foreign Economic Activity code 8704 22 920 9), and also for each cubic centimeter of the engine - 1, 2 US dollars;

d) prolongation for the period till January 1, 2028 of effective period of tax benefits on the income tax (except for the percent received for the account of the means placed in commercial banks), to the property tax, the land tax and tax for use of water resources on core activity of the breeding companies in payment type of taxes at the rate lowered by 50 percent;

e) the cancellation of collection of service fee rendered in case of registration of veterinary medicines and issue of the certificate on it when importing veterinary medicines for fertilization of embryos of the cattle, including cattle, goats, sheep and thoroughbred horses, and also the diagnostic test sets applied in the state veterinary laboratory researches.

3. To the ministry of investments, industry and trade, Committee of veterinary science to take measures for attraction in 2025-2026 of means of the international donors, including Asian Development Bank and Japanese agency of international cooperation in the amount of 50 million US dollars on prevention of degradation of pastures and development of the sphere of karakulevodstvo.

4. To the Ministry of Agriculture together with Committee of veterinary science, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of the respective areas, the Ministry of Economics and finance and the Central bank in two-month time to develop and submit for approval in the Cabinet of Ministers the Program of recovery of pastures and creation on them irrigating constructions (wells) in 2025. At the same time are provided:

providing irrigating constructions (wells) with devices of alternative energy sources and water metering devices;

determination of obligations of subjects to which irrigating constructions (wells), regarding their content and rational use are assigned;

the direction of appropriate means on financing of this program by profit of the Central bank.

5. Determine that the Committee of veterinary science is competent authority concerning implementation in practice of the requirements and standards established by the international organizations, World Health Organization of animals and the World Trade Organization and also safety of products and raw materials of animal origin, implementation of the public veterinary service on border and transport, strengthenings of veterinary supervision.

At the same time the Committee of veterinary science according to requirements of World Health Organization of animals will implement digital technologies in the public veterinary service in border and transport veterinary stations, and also the system of tracking of goods, the analysis and risk managements is adjusted.

6. To committee of sanitary and epidemiologic wellbeing and public health:

since March 1, 2025 in case of execution of the sanitary and epidemiologic conclusion on the palm-oil, and also products incorporating palm-oil and trans-isomers of fatty acids imported into the Republic of Uzbekistan including milk and products received from milk conversion to provide in accordance with the established procedure carrying out in the available accredited test laboratories of obligatory testing on the basis of requirements of the acting technical regulation and standards to palm-oil and its fractions;

in the course of conducting checks in accordance with the established procedure in the subjects of entrepreneurship performing activities for production, transportation, storage and realization of food staples, food products to strengthen control of use of palm-oil on the basis of requirements of regulating documents in the field of technical regulation.
