About measures for implementation of modern mechanisms of protection and rational use of pastures

For the purpose of protection of pastures, the organization of their effective and rational use, removal of development of grazing farmings on new stage, implementation of compact and effective management system in industry, recognition of the rights of animal farmings to the parcels of land:

1. Abolish Committee on development of silkworm breeding and the woolen industry under the Ministry of Agriculture (further - Committee of silkworm breeding).

Transfer from maintaining Committee of silkworm breeding:

tasks and functions on management of pastures to Committee of veterinary science and development of livestock production (further - Committee of veterinary science);

tasks and functions on development of the sphere of cultivation of silkworm and silkworm breeding to Agency on development of light industry and Uzbekipaksanoat Association;

Research institution of karakul breeding and ecology of deserts, and also the Bukhara research and production center of seed farming of steppe and pasturable feed crops - in system of Committee of veterinary science;

Research institution of silkworm breeding, and also the Uzbek research institution of natural fibers - in system of the Agency on development of light industry;

2. Enter position of the vice-chairman of Committee of veterinary science concerning development of livestock production and grazing farmings and determine it the main objectives:

development of the measures directed to effective and target use, protection of pasturable lands, creation of natural plantations of plants;

development of seed farming of plants on pastures, the organization of providing pasturable lands in lease, implementation of monitoring of contractual relations;

preserving gene pool, reproduction and enhancement of astrakhan breed, implementation in practice of selection and breeding plans and development of suggestions for improvement of infrastructure.

3. Form:

under establishment of Committee of veterinary science the Karakalpak, Bukhara, Jizzakh, Kashkadarya, Navoiy, Samarkand and Surkhandarya grazing farmings (further - territorial grazing farmings) in the form of public institution;

in structure of central office of Committee of veterinary science Management of development of grazing farming;

transfer the pasturable lands provided to Committee of silkworm breeding, territorial grazing farmings according to appendix No. 1 * with the right of permanent use.

To provide to committee of veterinary science, the Agency on the inventory, the Uzbekkosmos Agency, the Ministry of Agriculture together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas until the end of 2025 carrying out inventory count of pasturable lands, their mutual compliance to the actual and undergone the state registration area.

4. Create the Republican commission on the organization of effective use and protection of pasturable lands, further development of spheres of karakul breeding, the tanning and woolen industry (further - the Republican commission) and to approve its structure according to appendix No. 2*.

regular discussion of the questions connected with development of the sphere of karakul breeding, and also taking measures, directed to the solution of the available problems in this area;

development of offers on support of the sphere of karakul breeding and determination of measures for development of seed farming of pasturable feed crops;

the organization of activities of the sphere on scientific basis, ensuring widespread introduction in practice of results of scientific research, the innovation developments and selection and breeding works.

5. Determine that:

a) territorial grazing farmings have the rights and obligations determined for forestry in the field of management and use of pasturable lands, provision in lease of the pastures transferred to them on the right of permanent use;

b) pastures based on the decision of the Republican commission can be provided in lease to animal and other farmings directly, at the same time:

the applicant before entry into force of this Decree or as of September 1, 2020 shall have the right to lease, permanent use or permanent ownership of rather respective pasturable earth;

the applicant shall use effectively and rationally the corresponding pasture for long years, this fact shall be confirmed by the statement which is drawn up with departure into place;

all decisions of the Republican commission on the matter are subject to acceptance and publication for acquaintance of the public till the end of 2025;

other pastures are provided in lease to physical persons and legal entities according to the procedure, determined for lands of forest fund, on trade platform of "E-auksion" by means of electronic online biddings or according to the agreements of public-private partnership signed with Committee of veterinary science in the procedure established by the legislation;

c) pastures are provided in lease for a period of up to forty nine years;

d) lease agreements are signed with territorial grazing farmings based on the decision of the Republican commission or the protocol on results electronic online biddings and are registered in bodies for the inventory according to the procedure, determined for lands of forest fund;

e) lease payments for pasturable lands, and also the means paid for receipt of the right to lease of pastures according to results of electronic online biddings less expenses of the operator are listed in Fund of development of veterinary service and livestock production with conducting their separate accounting.

e) the pasturable land which is in permanent use of territorial grazing farmings does not join in taxable basis.

6. To the Ministry of Economics and finance in two-month time to introduce to the Cabinet of Ministers the bill providing modification and amendments in the Tax code proceeding from the subitem "e" of Item 5 of this Decree.

7. To committee of veterinary science together with the Ministry of digital technologies, the Ministry of Agriculture till December 1, 2025 to start the electronic E-yaylov platform providing effective use of pastures.

At the same time (Zh. Hodzhayev) together with the Ministry of digital technologies to provide to the Republican commission integration of the automated information systems of the Ministry of Agriculture, Ministry of ecology, environmental protection and climate change, the Ministry of the mining industry and geology, the Agency according to the inventory, Uzgidromet and the Uzbekkosmos Agencies concerning pasturable land with the electronic E-yaylov platform of Committee of veterinary science.
