1. For the purposes of this agreement concepts which mean the following are used:
"bus" - the vehicle intended for transportation of passengers and baggage, having more than 8 places for sitting apart from driver's seat;
"road train" - the combined vehicle consisting of the cargo vehicle and trail car (the trailing road train), the tractor and semitrailer truck (the saddle road train);
"cargo vehicle" - the vehicle supplied with own engine and intended for transportation of goods on highways;
"admissible height of the vehicle" - vehicle height with load or without load, not exceeding the values specified in appendix No. 1;
"admissible length of the vehicle" - vehicle length with load or without load, not exceeding the values specified in appendix No. 1;
"admissible width of the vehicle" - vehicle width with load or without load, not exceeding the values specified in appendix No. 1;
"the admissible mass of the vehicle" - the mass of the vehicle with load or without load, not exceeding the values specified in appendix No. 2;
"the admissible weight which is falling on axis or group of axes" - weight with load or without load, transmitted through axis or group of axes of the vehicle on the surface of the highway which size does not exceed the values specified in appendix No. 3;
"Eurasian transport corridor" - set of the routes integrated including in network of the international transport corridors passing on the territories of state members and providing transportations of passengers, and loads in the international message on the directions them to the greatest concentration and also set of technological and organization-legal conditions of implementation of these transportations;
"competent authority of state member" - executive body of state member to which powers the questions connected with implementation of this agreement are carried;
"non divisible load" - load which cannot be divided into parts without loss of consumer properties or without risk of its damage. In transit the large-size vehicle indivisible the load which is indivisible on the dimension (dimensions) exceeding (exceeding) admissible dimensions of the vehicle when loading on it such load is considered;
"semitrailer truck" - the vehicle which is specially equipped for transportation of goods intended for connection with the tractor so that part of this vehicle was located directly on the tractor and transferred it share of the weight;
"trail car" - the vehicle intended for transportation of goods by towage by the tractor or the cargo vehicle;
"the jointed bus" - the bus consisting of two or more tough sections pivotally connected with each other and having the passenger salon in each section allowing passengers to move freely from one salon to another;
"special permission" - the one-time or repeated permission issued in accordance with the established procedure by authorized body of state member to driving through Eurasian transport corridors of the vehicle which weight and (or) dimensional parameters with load or without load exceed the admissible values established according to this agreement;
"tractor" - the vehicle supplied with own engine and intended only or mainly for towage of trail car or semitrailer truck;
"the heavyweight and (or) large-size vehicle" - the vehicle which maximum weight and (or) dimensional parameters with load or without load exceed the values specified in appendices No. 1 - 3 to this agreement;
"authorized body of state member" - the public authority of state member performing issue of special permission.
2. Other concepts used in this agreement are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014 and international treaties within the Union.
This agreement establishes the admissible mass, axial loadings and dimensions of vehicles in case of movement on the highways of state members included in Eurasian transport corridors (further - highways). The list of Eurasian transport corridors affirms the Eurasian economic commission.
1. The admissible masses determined by this agreement, axial loadings and dimensions of vehicles are observed as the minimum requirements to the sizes and mass of vehicles proceeding from technical capability of their omission on highways.
The admissible mass established by this agreement, axial loadings and dimensions of vehicles do not belong to production of vehicles.
2. By the legislation of state members other values of admissible weight, axial loading and dimensions of vehicles in case of movement on highways of the corresponding state member which cannot be lower than the values established by this agreement can be established.
3. According to the legislation of state members on highways on non-discriminatory basis movement of vehicles can be temporarily limited or stopped. In case of decision making about temporary restriction or the termination of movement of vehicles on such highways their owners take measures for the organization of traffic, including by means of the detour device, and also inform users of highways on terms of temporary restriction or the termination of movement of vehicles and on opportunity to use detour.
On highways decrease in values of admissible mass of the vehicle and the weight falling on axis or group of axes of the vehicles specified in appendices No. 2 and 3 to this agreement for the decrease in the bearing capability of structural elements of the highway caused by adverse climatic conditions is not allowed.
1. When implementing transportations across highways state members shall aim at that dimensions, the mass of vehicles and weight falling on axis or group of axes of vehicles did not exceed the values established by this agreement and the legislation of state members.
