About establishment and features of distribution of the tariff quotas, establishment of rates of export customs duties on export out of limits of the territory of the Russian Federation of corn to the states which are not members of the Eurasian Economic Union

The government of the Russian Federation decides:

1. Establish for the term of 15 February till June 30, 2025 (inclusive) the tariff quotas on export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, the corn (code 1005 90 000 0 of the CN FEA EEU) made in the territories of Primorsky Krai and the Amur region placed under customs procedure of export (further respectively - the tariff quota, corn), in amounts of 337 thousand tons and 200 thousand tons respectively.

1(1). Establish for term from the date of entry into force of the order of the Government of the Russian Federation of June 24, 2025 No. 946 "About modification of the order of the Government of the Russian Federation of February 1, 2025 No. 78" till June 30, 2025 (inclusive) rates of export customs duties on the corn made in the territories of Primorsky Krai and the Amur region and which is taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union according to appendix No. 1.

2. Distribution of the tariff quota is performed by management officials of Primorsky Krai and the Amur region (further - the management official of the certain region) (persons, them replacing) in case of the address of participants of foreign trade activity in declarative procedure according to the rules approved by the management official of the certain region (person, it replacing) in coordination with the Ministry of Economic Development of the Russian Federation, the Ministry of Agriculture of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation.

Decisions on distribution of amounts of the tariff quotas are issued by the management official of the certain region (person, it replacing) in form according to appendix No. 2 (further - the decision).

Distribution of the tariff quota to the participant of foreign trade activity is performed within amount of the tariff quota taking into account the issued decisions.

3. The copy of the decision signed by the management official of the certain region (person, it replacing), goes to the Ministry of Industry and Trade of the Russian Federation and the Ministry of Agriculture of the Russian Federation within one working day from the date of its signing according to rules, the stipulated in Item 2 presents of the resolution.

4. Use of the tariff quota is performed based on the one-time license on commodity export granted by the Ministry of Industry and Trade of the Russian Federation according to the procedure, provided by Rules of licensing in the field of foreign trade in the goods approved by the order of the Government of the Russian Federation of November 18, 2024 No. 1577 "About approval of Rules of licensing in the field of foreign trade in goods" (further - the license), taking into account the features provided by this resolution.

When filling with the participant of foreign trade activity of the statement number and date of the decision are specified licensing in form 1 according to appendix No. 1 to the instruction for execution of statements on issue of export licenses or import of separate types of goods and to execution of such licenses provided by appendix No. 1 to the specified Rules in the column 17 "Basis for Licensing".

5. To the Ministry of Industry and Trade of the Russian Federation from the date of entry into force of this resolution till June 30, 2025 (inclusive) to perform issue to participants of foreign trade activity of export licenses from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, corn within amount of the tariff quota based on the decision.

6. To the Federal Customs Service since February 15, 2025 (but not earlier than day of entry into force of this resolution) to make customs transactions concerning corn according to customs procedure of export based on licenses.

7. This resolution becomes effective from the date of its official publication.
