About approval of the Regulations on procedure for rendering the oncological help to the population of the Kyrgyz Republic

For the purpose of implementation of article 97 of the Law of the Kyrgyz Republic "About protection of public health in the Kyrgyz Republic", according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for rendering the oncological help to the population of the Kyrgyz Republic according to appendix.

2. Determine that implementation of this resolution is carried out within the approved budget of the Ministry of Health of the Kyrgyz Republic for the corresponding years.

3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

4. This resolution becomes effective after ten days from the date of official publication.

Regulations on procedure for rendering the oncological help to the population of the Kyrgyz Republic

Chapter 1. General provisions

1. This Provision establishes procedure for delivery of health care to citizens in the Kyrgyz Republic with the oncological diseases entering the International classification of diseases (further - MKB-10).

2. Medical care is provided to patients in type:

- primary health care;

- specialized, including high-technology, medical care;

- palliative medical care.

3. Medical care is provided to patients in the following conditions:

- on an outpatient basis (in the conditions which are not providing the round-the-clock medical observation and treatment);

- in day hospital (in the conditions which are providing medical observation and treatment in the afternoon, but not requiring the round-the-clock medical observation and treatment);

- stationary (in the conditions providing the round-the-clock medical observation and treatment).

4. The modern concept of the organization of health care system provides 3 levels of medical care where each level solves the problems:

1 level - the primary health care oriented to primary acceptance, prevention and out-patient treatment;

2 level - specialized, stationary medical care are provided to patients with the kliniko-morphological confirmed diagnosis of malignant new growth in the organizations of health care of the Kyrgyz Republic, regardless of pattern of ownership, the requiring ad hoc method of diagnostics, treatment, use of difficult medical technologies;

3 level - specialized, including high-technology, stationary medical care. It is medical care with use of high technologies and involvement of highly qualified specialists it appears to citizens with morphologically confirmed diagnosis of malignant new growth by fund of high-technology (expensive) types of medical care.

5. The specialized oncological help is performed by the organizations of health care at the level of the Center of family medicine / Center of all-medical practice and out-patient and diagnostic departments of hospitals, and also in polyclinic departments of the specialized organizations of health care 3 levels.

6. The pre-medical medical and sanitary help appears average medical personnel independently or as a part of multidisciplinary team, including assessment of condition of the patient, statement of the pre-medical diagnosis, purpose of the plan of pre-medical interventions, execution of pre-medical manipulations and procedures, actions for prevention of oncological diseases, and also holding actions of screening and care of victims, patients, disabled people and the dying patients.

Primary health care is given in the Center of family medicine / Center of all-medical practice, acceptances are performed by doctors of general practice / family doctors and narrow specialists.

7. In case of suspicion (availability of clinical, laboratory and/or tool data which allow to assume availability of oncological disease and/or do not allow to exclude it) or identification the patient of oncological disease doctors of general practice / has family doctors, doctors narrow specialists, average medical personnel 3 levels send the patient to oncological office of the organization of health care or polyclinic department of the specialized organization of health care.

8. The basic concepts used in this provision:

2) the patient - person who is given medical and sanitary help in the organizations of health care or at privately practicing health workers with execution of the corresponding medical documentation;

3) primary health care - is basis of system of delivery of health care and includes actions for prevention, diagnostics, treatment of diseases and conditions, forming of healthy lifestyle and sanitary and hygienic education of the population;

4) specialized medical care - help given by the oncologist in oncological office of the Center of family medicine / Center of all-medical practice or polyclinic department of the specialized organization of health care 3 levels on medical indications, in the direction of health workers in planned procedure;

5) the verified diagnosis - the clinical diagnosis confirmed with morphological, laboratory and tool methods of research;

6) dynamic observation - systematic observation of the state of health of the patient, and also rendering necessary medical care by results of this observation;

7) high-technology medical service - the service rendered in the specialized organizations of health care 3 levels by profile specialists in case of the diseases requiring use of innovative, resource-intensive and (or) unique methods of diagnostics and treatment;

8) clinical group - classification unit of dynamic medical observation of patients with oncological diseases;

9) the clinical protocol - the document establishing general requirements to delivery of health care to the patient in case of certain disease or clinical situation on evidential basis to which health workers shall follow;
