1) part 4 of article 67 after words of "empty seats" to add with the words "and also in case of failure to carry out of the conditions established by part 2.1 of article 78 of this Federal Law";
Article 78 to add 2) with parts 2.1 - 2.3 following of content:
"2.1. Foreign citizens are accepted on training in the main general education programs on condition of presentation of the document confirming legality of their stay in the territory of the Russian Federation, and in case of acceptance on training in educational programs of the primary general, main general and secondary general education also on condition of successful passing on free basis in the state or municipal general education organization of testing for knowledge of Russian sufficient for development of the specified educational programs. The procedure for conducting such testing is established by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the general education.
2.2. Methodical ensuring conducting the testing provided by part 2.1 of this Article, the organization of development of diagnostic materials for its carrying out, criteria of estimation of knowledge of Russian and also determination of the minimum quantity of points confirming successful passing of such testing is performed by the federal executive body performing functions on control and supervision in the field of education.
