Article 1

Bring in article 24.5 of the Russian Federation Code of Administrative Offences (The Russian Federation Code, 2002, No. 1, Art. 1; 2006, No. 50, Art. 5281; 2014, No. 42, Art. 5615; 2015, No. 24, Art. 3367; No. 41, Art. 5642; 2016, No. 26, Art. 3864; 2017, No. 17, Art. 2450; No. 22, Art. 3069; 2018, No. 18, Art. 2573; 2021, No. 9, Art. 1476) following changes:

Part 4 to state 1) in the following edition:

"4. If during proceeedings about the administrative offense connected with non-execution or improper execution of powers of public authority of the subject of the Russian Federation, local government body, with failure to carry out or inadequate accomplishment of authorized tasks by the public, local government office it will be determined what the management official of the subject of the Russian Federation, the chairman of the supreme executive body of the subject of the Russian Federation, other official of executive body of the subject of the Russian Federation, the head of the municipality heading local administration, other official of local self-government, the head of the public, local government office was brought or went according to procedure and terms of creation of the draft of the relevant budget of the subject of the Russian Federation, the corresponding local budget the offer on allocation of budgetary appropriations for implementation of appropriate authority of public authority of the subject of the Russian Federation, local government body, accomplishment of the corresponding authorized tasks by the public, local government office and at the same time budgetary appropriations on the specified purposes was not allocated or selected in the amount of, insufficient for implementation of appropriate authority, accomplishment of the corresponding authorized tasks that led to non-execution or improper execution of appropriate authority, to failure to carry out or inadequate accomplishment of the corresponding authorized tasks, proceeedings about administrative offense concerning the specified bodies, organizations and their officials are subject to the termination.";

To add 2) with part 5 of the following content:

"5. If during proceeedings about the administrative offense connected with non-execution or improper execution of the state powers delegated for implementation to public authorities of subjects of the Russian Federation, local government bodies it will be determined that subventions are allocated for implementation of such powers in the amount of, insufficient for their implementation that led to non-execution or improper execution of such powers, proceeedings about the specified administrative offense concerning the specified bodies and their officials is subject to the termination.".

Article 2

Regarding the 2nd article 2 of the Federal Law of April 1, 2020 No. 99-FZ "About introduction of amendments to the Russian Federation Code of Administrative Offences" (The Russian Federation Code, 2020, No. 14, Art. 2029; 2021, No. 1, Art. 10; 2022, No. 1, Art. 3; No. 52, Art. 9348; No. 1, the Art. 2) figures "2024" to replace 2024, with figures "2025".

Article 3

This Federal Law becomes effective from the date of its official publication.
