About additional measures for streamlining of processes of implementation of labor activity abroad

For the purpose of strengthening of institutional bases of organized work in foreign countries, protection of the rights of citizens of the Republic of Uzbekistan, persons interested to perform temporary labor activity abroad, forming of healthy competitive environment in the sphere, broader attraction of private sector in this process and digitalizations of the rendered services:

1. Determine that for the purpose of expansion of opportunities of citizens for implementation of temporary labor activity abroad and improvement of quality of the services rendered to them since November 1, 2024:

all information on the workplaces offered by foreign employers openly is published on electronic platform of the Agency of migration (further - the Agency), in mass media and social networks;

on electronic platform of the Agency the possibility of creation and placement by citizens of the summaries and free participation in tenders on the announced workplaces is created;

the microcredits at the rate to 10 million sum for a period of two years at the rate exceeding the main rate of the Central bank on four percent points are allocated to the citizens in organized procedure leaving in developed countries for implementation of temporary labor activity, commercial banks by fund of migration (further - Fund);

regional branches of the Agency practice of rendering the free consulting services on document creation connected with employment of citizens abroad including working visa takes root.

2. Approve the Program of support of the citizens wishing to perform temporary labor activity abroad for 2024 - 2026 according to appendix No. 1.

Provide to the agency timely and effective implementation of the program and each six months to submit the Republican commission on migration the report on the course of realization of the actions provided in the program.

3. Determine that for the purpose of adaptation of training system to professions and foreign languages of the citizens wishing to go abroad for work to modern requirements, and also implementations of internationally acknowledged programs and qualification certificates in this direction since December 1, 2024:

a) the procedure for placement by the Agency in the educational organizations of requests for training in professions and foreign languages of the citizens wishing to go abroad for work takes root.

At the same time on the basis of requests of the Agency:

in the professional educational organizations for the citizens wishing to go abroad for work separate parameters of acceptance on the basis of the state grant are set;

The ministry of employment and reducing poverty at the expense of the State fund of assistance of employment allocates grants for training of the citizens wishing to go abroad for work;

b) the procedure for allocation of the educational credits for training in professions in internationally acknowledged educational programs at the expense of Fund for financing of the educational credits takes root;

c) on electronic platform of the Agency the rating of the teachers of foreign language performing activities in professional educational institutions and the centers of professional skills is made.

At the same time the subsidy on 50 million sum is paid to 50 teachers with the greatest number of the graduates who received the international certificate on the English, Korean, German and Japanese languages at the level of at least B1 or the level equated to it at the expense of Fund;

d) private employment agencies are granted the right to the organization of training courses for training in professions and foreign languages of the citizens wishing to perform temporary labor activity abroad and also to involvement of foreign partner employers to this process.

At the same time the Ministry of the higher education, science and innovations, the Ministry of employment and reducing poverty is allowed to provide the empty buildings and constructions of the educational organizations to private employment agencies on the basis of direct agreements in free use for the subsequent organization in them training courses.

4. Approve offers of the Agency, the Ministry of employment and reducing poverty and the Ministry of the higher education, science and innovations about:

transfer to maintaining the Agency of the organizations on training in professions specified in appendix No. 2 *, with preserving the operating procedure for financing and creation on their base of branches of the Center of training of citizens (youth) in foreign languages and their target preparation for work in the foreign states;

attachment to Agency of the organizations on training in professions specified in appendix No. 3 * for the subsequent training of the citizens wishing to perform temporary labor activity abroad.

Permit the Agency to use gratuitously the empty buildings and constructions of the organizations on training in professions specified in appendices No. No. 2 * and 3 * to this resolution to aim necessary financial resources at their development by fund and extrabudgetary funds of the Agency, and also to perform in them joint projects with foreign partners.

Determine that heads of regional branches of the Agency at the same time are directors of territorial branches of the Center of training of citizens (youth) in foreign languages and their target preparation for work in the foreign states.

5. To the agency together with the Ministry of the higher education, science and innovations and the Ministry of Health:

a) since 2025/2026 academic years in the organizations on training in professions specified in appendices No. No. 2 * and 3 * to this resolution:

organize training courses on the basis of the international educational programs and provide issue to their graduates of the qualification certificates recognized by foreign employers;

create the assessment centers of qualification conforming to requirements of the international systems of certification;
