About additional measures for further enhancement of system of the state control in agro-industrial complex

For the purpose of increase in material interest of producers of grain in agro-industrial complex, providing consumers and filling of the domestic market by high-quality grain products with further reducing the state participation in the grain market, and also strengthening and further enhancement of the state control in this sphere:

1. Agree with the offer of the Cabinet of Ministers and Ministry of Economics and finance on removal from subordination of the Ministry of Agriculture and transfer to subordination of the Cabinet of Ministers of Inspectorate for control of agro-industrial complex with preserving the operating procedure for financing of its activities.

2. Assign to Inspectorate for control of agro-industrial complex under the Cabinet of Ministers (further - Uzagroinspektion) the following additional tasks:

control of write-off of the amounts of natural wastage arising in the course of acceptance, storage and shipment of wheat to buyers;

control of certification of quality factors (certificate of conformity) and classes of wheat (quality certificate) according to requirements of standards in processes of acceptance and realization of wheat which is purchased from her producers by commercial representatives of Fund of the state support of agricultural industry;

identification of availability of the gene-modified organisms (GMO) in seed and planting stock of the imported crops;

control of technical condition, efficiency of operation, quality of service and repair services of the agricultural, meliorative and road-building machinery at all companies, in organizations and the organizations irrespective of departmental accessory and form of business, and also carrying out obligatory and periodic testing of agricultural machinery and technologies;

complete digitalization of processes of implementation of the state control and accounting in the field of.

3. Approve:

The main objectives of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers according to appendix No. 1;

Organizational structure of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers according to appendix No. 2.

4. Determine that:

Uzagroinspektion is the independent republican executive body exercising the state control and checks in agro-industrial complex;

Uzagroinspektion is accountable directly to the Cabinet of Ministers;

position assignment and dismissal of the chief Uzagroinspektion are performed by the President of the Republic of Uzbekistan, his deputy - the Cabinet of Ministers.

5. To the Ministry of Economics and finance together with Uzagroinspektion in three-months time to develop and approve procedure for storage of the state inventories of wheat at the grain companies of subjects of entrepreneurship.

At the same time to provide measures for updating of the state inventories of grain, providing the high quality level of grain in the course of storage, to non-admission of quantitative losses and providing its natural wastage at the smallest level.

6. To the Ministry of Agriculture together with Uzagroinspektion in two-month time to develop and bring in the Cabinet of Ministers procedure for indemnification, the parcels of land caused to owners, users, lessees and owners, losses of agricultural and forestry and landscape production, including the caused damage in the cases which led to removal of lands from agricultural turnover.

7. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 3.

8. Uzagroinspektion together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

9. Assign to deputy prime ministers Zh. A. Hodzhayev and D. A. Kuchkarov the personal responsibility for the effective organization of execution of this Decree.

To assign control of execution of this Decree, implementation of coordination of activities of the responsible ministries and departments to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

The main objectives of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers

1. Implementation of the state control of observance of requirements of acts of the legislation in the field of agricultural industry, including:

control of placement of crops proceeding from edaphic-climatic conditions of the territories of the Republic of Uzbekistan;

control of timely and high-quality holding actions for crops, the agrotechnical actions connected with crops, and also held to the period of vegetation of crops;

control of observance of requirements of the state order of cottonseeds, grain grains and other crops, and also requirements to procurement, conversion and storage of seeds;

control of fulfillment of requirements of forming of reserves of agricultural and food products;

control of quality of harvest of seed cotton, grain grains and other crops, their seeds, and also conversion products, rational and target use, high-quality storage and decrease in their losses;

realization of state policy in the field of genetical purity and quality of grades of seeds of crops, work on certifications of seeds, saplings of fruit trees and grapes, determination and quality control of seed and planting stock according to area of accreditation;

carrying out the analysis of target conversion by the companies of technical seeds of cotton for complete production cycle and availability at them the hygienic conclusion and the certificate of conformity confirming product quality;

control of proper storage of grain at the companies storing grain for its quality and quantity;

control and monitoring of the carried-out works on target use of lands of agricultural purpose, placement, crops and care of crops, testing of grades of crops;

control of technical condition, efficiency of operation, quality of service and repair services of the agricultural, meliorative and road-building machinery at all companies, in organizations and the organizations irrespective of departmental accessory and form of business, and also carrying out obligatory and periodic testing of agricultural machinery and technologies;

control of protection and target use of lands of agricultural purpose.

2. Carrying out the analysis of execution of acts of the legislation in the field of agro-industrial complex, by results of which development of offers on enhancement of acts of the legislation and regulations in this sphere.

3. Carrying out obligatory state quality check of harvest of seed cotton, grain grains and other crops, their seeds and products of conversion in case of export-import and intra republican transportations.
