About measures for further enhancement of system of training of qualified personnel and implementation of the international educational programs in professional education

For the purpose of ensuring institutional integrity and increase in system effectiveness of management in the sphere of professional education, implementation of the international educational programs, and also reforming of system of preparation of the competitive personnel of average link conforming to requirements of the domestic and foreign market of work:

1. Determine the main directions of enhancement of system of professional education:

optimization of types of the professional educational organizations and implementation of single system of the diversified educational institutions performing training on all levels of professional education;

ensuring the academic independence of the professional educational organizations and expansion of their opportunities for training conforming to requirements of industries of economy;

implementation of modern management system in the sphere of professional education, broad attraction in process of training of average link of the interested ministries and departments, strengthening of their cooperation with the educational organizations;

implementation in educational process of the professional educational organizations of the international educational programs, ensuring recognition in the foreign states of the education documents issued upon completion of training;

step-by-step digitalization of educational processes in the professional educational organizations, implementation of the special electronic platform directed to improvement of quality and efficiency of professional education;

providing the professional educational organizations with necessary educational literature, guidelines manuals and digital contents, equipment of their laboratories and workshops with the most modern equipment;

cardinal updating of system of assessment of skills and competences of graduates of the professional educational organizations, creating favorable conditions for active participation in this process of representatives of employers.

2. Approve the offer of Project office "Center of projects in education" and the Ministries of the higher education, science and innovations of optimization of the operating types of the professional educational organizations and to creation of single network of the technical schools preparing personnel on all levels of professional education.

Determine that in technical schools:

training will be organized according to requirements of the International standard classification of education and National system of qualifications of Uzbekistan;

training according to programs of primary, secondary and secondary vocational professional education is adjusted, and also short-term training courses on qualifications and competences will be organized;

training according to programs of primary professional education for the pupils who ended the 9th class of the general average educational organization is performed on the basis of the state grant, and for other applicants having at least the general secondary education - on paid and contractual basis;

training according to programs of secondary and secondary vocational professional education is performed on the basis of the state grant and the paid contract;

the interrelation and succession of various levels of programs of professional education are provided and terms of training in educational programs are determined taking into account the modules which are earlier mastered by the pupil;

to graduates of programs of secondary vocational professional education proceeding from the modules mastered by them, the cumulative credits and the average value of points (GPA) established by the highest educational organization it is allowed to continue the training from the corresponding rate of bachelor degree;

it is allowed to organize training on the education levels on which training, in the presence of necessary methodical and pedagogical ensuring, educational and laboratory classes, the equipment for masterful, practical bases and orders from employers was not performed earlier.

3. Approve:

The list of the professional educational organizations based on which since January 1, 2025 technical schools, according to appendix No. 1 * are created;

Procedure for financing of activities of technical schools according to appendix No. 2;

The list of the professional educational organizations based on which the preschool, school and out-of-school educational organizations, according to appendix No. 3* will be organized.

Assign to the highest educational institutions specified in appendix No. 1 * to this Decree, tasks on rendering the educational and methodical help, improvement of quality of education in the technical schools attached to them and also to improvement of their material and technical resources.

To the ministry of preschool and school education (H. Umarov) together with the Ministry of the higher education, science and innovations (K. Sharipov) to create necessary conditions to pupils of the professional educational organizations specified in appendix No. 3 * to this Decree for completion of training in the existing educational programs by them.

4. To republican council on development of professional qualifications (A. Aripov) for the purpose of ensuring mutual integration of education and production till September 1, 2025 to assign to technical schools republican executive bodies and economic associations as customers of personnel and industrial partners according to appendix No. 4.

Determine that:

on republican executive bodies and economic associations tasks in the direction of necessary financial resources are assigned to development of technical schools, to implementation of the international educational programs, the organization of practical bases for pupils, training in the form of dual education, to material stimulation of the leading and pedagogical personnel and the organization of training for them;

republican executive bodies and economic associations for realization of the tasks assigned to them according to this Decree are granted the right to allocate the off-budget and other not forbidden by the legislation funds for the expenses specified in appendix No. 5.

5. Determine what since 2025/2026 academic years is allowed to technical schools:

review the working curricula and programs developed within educational programs including to integrate objects according to proposals of customers and within the allotted hours to change up to 30 percent number of hours allocated for disciplines of specialty and all-professional disciplines (modules);

in coordination with the Ministry of the higher education, science and innovations to implement with participation of the leading foreign educational organizations joint educational programs on paid and contractual basis;

sign with domestic and foreign employers direct contracts on training and the organization of short-term training courses on paid and contractual basis, to independently determine language and training cost of these programs and rates;

organize for citizens of various age and the unemployed at the expense of means of the State fund of assistance of employment short-term training courses on professional training, foreign languages and entrepreneurship;

it is non-paid to use the centers of professional skills as practical bases.

6. Implement the following procedure for training of average link in technical schools according to which:

a) parameters of the state order on acceptance for study in technical schools affirm annually till March 1. At the same time:

the form of admission examinations in technical schools is established by the Ministry of the higher education, science and innovations in coordination with the customers of personnel and industrial partners specified in appendix No. 4;

admittance of students in form of dual education is performed directly on the basis of the signed contracts with employers;

b) since January 1, 2025:

professional educational programs are developed on the basis of professional standards and entered into practice after coordination with industry councils on development of professional qualifications, associations of subjects of entrepreneurship, large employers and associations;

final assessment of graduates is carried out in the form of demonstration examinations with participation of experts of the sphere, representatives of industry councils on development of professional qualifications, the estimative organizations, employers, associations and associations of subjects of entrepreneurship;

the single procedure for issue to graduates of the professional educational organizations of documents of the state sample is entered. At the same time diplomas, and to graduates of short-term rates - certificates on acquisition of competence (qualification) depending on the mastered module respectively are issued to persons who mastered programs of professional education;

c) since January 1, 2026 the need for personnel of average link is created through the Professional education platform of the Ministry of the higher education, science and innovations.

7. To the ministry of the higher education, science and innovations (K. Sharipov) together with the Ministry of digital technologies (Sh. Shermatov) till September 1, 2025:
