About measures for development of public-private partnership in the Republic of Uzbekistan for 2024-2030

According to strategy "Uzbekistan - 2030" for the purpose of providing target indicator of attraction of private investments in the amount of at least 30 billion US dollars into projects of public-private partnership till 2030, developments of the necessary social and economic infrastructure in regions promoting high economic growth, distribution of successful experience of projects implementation of public-private partnership in production of electricity on other industries:

1. Approve:

Measures for implementation of priority projects of public-private partnership in 2024 - 2026 according to appendix No. 1 *;

The program of projects which will be realized on the basis of public-private partnership in 2024 - 2030 (further - the Program) according to appendix No. 2*.

* Appendices are given in Uzbek.

At the same time to take need into account:

constructions and upgrades at least 1 000 km of modern paid main highways, including the beginning of construction of the highway "Tashkent — Samarkand" in 2024 and the highway "Tashkent — Andijan" in 2026, for the purpose of creation of additional terms for convenient and high-speed automobile communication between the large cities;

agreement signatures, providing transfer of distribution networks of the electric power to private operators till July 1, 2027 and distribution networks of natural gas until the end of 2027 with reducing annual losses of energy twice at least;

achievements of agreements on upgrade of all obsolete irrigational pumping points till 2028 for the purpose of additional annual economy to 30 percent of the electric power;

involvement of private companies to upgrade and management of networks of water supply and the sewerage in each region until the end of 2028, considering providing scope of the population with clear and uninterrupted drinking water to 87 percent, centralized sewer providing - to 30 percent;

since 2026 the organizations of annual construction and management at least than 100 schools and 100 preschool educational institutions on the basis of the principles of public-private partnership (further - PPP) for the purpose of creation of modern educational institutions with a capacity more than 400 thousand pupils and preschool educational institutions with a capacity more than 300 thousand pupils;

constructions of the multi-profile hospitals serving more than 100 thousand patients and their transfers to management to private operators for the purpose of expansion of availability of the medical services based on advanced technologies.

2. Determine that the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent bear the personal responsibility for allocation of the parcels of land for drafts of the Program based on requests of the Ministry of preschool and school education, taking into account the requirement of the international financial institutions.

3. To the ministry of investments, industry and trade (L. Kudratov) to provide acquaintance of potential foreign investors with perspective projects of PPP within the organized international and bilateral business forums, and also the presentations of investment potential of the republic (road show).

At the same time to the Ministry of Economics and finance to hold the presentations of the works which are carried out in the republic in the PPP sphere including the legislation and perspective projects.

To heads of the ministries and departments, the Chairman of the board of Ministers of the Republic of Karakalpakstan, to hokima of areas and the city of Tashkent to provide high-quality realization and implementation in practice of projects of PPP within the Program, and also their compliance to standards in the field of environmental protection and social safety on the basis of the best international the practician.

At the same time the Ministry of Economics and finance (I. Norkulov) coordinates works on elimination of discrepancies between domestic and international standards and regularly makes offers on elimination of discrepancies in the Cabinet of Ministers.

5. To the ministry of ecology, environmental protection and climate changes (A. Abdukhakimov) in week time to make in Administration of the President of the Republic of Uzbekistan offers at first of the project of upgrade of system of the sewerage in the Namangan region and transfers to her private operator, with elimination of discrepancies between the European and national standards established for constructions of sewage treatment.

7. For the purpose of timely and high-quality projects implementation, included in the Program, effective management of the means arriving in Fund of public-private partnership, including involvement of consultants to projects in structure of the Ministry of Economics and finance to create within the general number of staff project office "Center of projects of public-private partnership" (further - Project office) in the form of public institution.

Determine that:

The project office will regularly organize road show, "round tables" and other actions, to widely use the international platforms, to organize educational seminars on retraining and advanced training of specialists in the PPP sphere, to carry out their practice abroad, and also to organize receipt of international certificates;

tasks on development of training programs on increase in local content in drafts of the Program and to expansion of financing of projects in national currency are assigned to Project office.

To the Ministry of Economics and finance (D. Kuchkarov) in two weeks to approve regulations on Project office, and also its structure, payment terms of work and material stimulation.

8. To the Ministry of Economics and finance (I. Norkulov):

a) in a month to make offers on the new mechanism providing:

the organization of direct investment funds with participation of international financial institutions and foreign commercial banks for the purpose of expansion of possibilities of financing of projects of PPP;

projects implementation of PPP on the basis of "program approach" with potential investors, coordination with the private partner of the main conditions (profitability level, terms and mechanisms of realization);

b) until the end of 2024:

together with the Ministry of digital technologies (Sh. Shermatov) for the purpose of digitalization of each stage of projects implementation of PPP, and also maintaining the register and carrying out monitoring of projects of PPP to implement electronic platform of projects of PPP in practice;
