About modification and amendments in some legal acts of the Republic of Uzbekistan

In recent years in our country system work on improvement, recovery and environmental protection, preserving ecological equilibrium, improvement of quality of rendering utilities is carried out.

At the same time there is need of further enhancement of procedure for use of objects of plant and animal life.

This Law makes the changes and additions in a row the laws of the Republic of Uzbekistan directed to withdrawal limit from the environment of the rare and being under the threat of disappearance types of the wild-growing plants and wild animals included in the Red List of the Republic of Uzbekistan.

Also powers of state bodies in the field of ecology, forestry in connection with administrative reforms of New Uzbekistan and transformation of the sphere of ecology and environmental protection are specified.

Besides, the concepts connected with rendering services of removal of sewage in the Laws of the Republic of Uzbekistan are brought into accord with the provisions of the law of the Republic of Uzbekistan "About drinking water supply and removal of sewage".

This Law will serve providing the effective organization of public administration in the field of ecology, to increase in number of the rare and being under the threat of disappearance types of the wild-growing plants and wild animals included in the Red List of the Republic of Uzbekistan, to improvement of conditions of their growth and dwelling, and also ensuring uniform law-enforcement practice in the field of public service.

Article 1. Bring in the Law of the Republic of Uzbekistan of December 9, 1992 No. 754-XII "About conservation" (Sheets of the Supreme Council of the Republic of Uzbekistan, 1993, No. 1, Art. 38; Sheets of Oliy Majlis of the Republic of Uzbekistan, 1995, No. 6, Art. 118; 1997, No. 4-5, of Art. 126; 1999, No. 1, Art. 20; 2000, Art. Article 7 to exclude 1);

"The state committee of the Republic of Uzbekistan on ecology and environmental protection" shall be replaced with words 2) in the text of Article 8 of the word "The ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan";

The text of Article 9 to state 3) in the following edition:

"Are within the competence of the Cabinet of Ministers of the Republic of Uzbekistan in conservation:

ensuring realization of single state policy in the field of environmental protection, preserving natural wealth and biological diversity, fight against climate change and mitigations of its effects;

taking measures to realization of the rights of citizens to the favorable environment, reliable information about its condition, and also on ensuring ecological wellbeing;

organization of activities for protection and rational use of natural resources and regulation of environmental management;

establishment of procedure and ensuring maintaining the state inventories of natural resources, approval of inventories of natural resources of republican value;

development of actions for the prevention of emergency ecological situations and ecological disasters, ecologically potentially dangerous situations;

implementation of measures for the prevention and natural disaster response and major accidents;

establishment of procedure for payment for special use of natural resources, calculation of compensation payments for environmental pollution and placement of waste, and also limits on use of natural resources, placement of waste;

creation of system of ecological education and education, and also ensuring its functioning;

approval of borders of the protected natural territories, the modes of conservation and economic activity;

development of international cooperation in the field of conservation and environmental management;

implementation of other measures provided by acts of the legislation of the Republic of Uzbekistan";

4) in Article 11:

in the name of the word of "The state committee of the Republic of Uzbekistan on ecology and environmental protection" shall be replaced with words "The ministries of ecology, environmental protection and climate change of the Republic of Uzbekistan";

in paragraph one of part one of the word "State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection" shall be replaced with words "The ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan";

in part two of the word "State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection" shall be replaced with words "The ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan";

in part three of the word "State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection" shall be replaced with words "The ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan";
