Article 8 to add 1) with Item 5 of the following content:

"5. Maintaining registers of the certificates and documents confirming compliance to requirements of the federal aviation rules which are drawn up according to Items 1 and 3 of this Article is assigned to the federal executive body performing functions on rendering the state services and management of state-owned property in the field of civil aviation, according to the procedure, established by federal aviation rules.";

To add 2) with Article 8.4 of the following content:

"Article 8.4. Federal state information system of obligatory certification of standard design of the aircraft equipment, activities of the legal entities performing development and production of the subject obligatory certification of the aircraft equipment

1. The federal state information system of obligatory certification of standard design of the aircraft equipment, activities of the legal entities performing development and (or) production of the subject obligatory certification of the aircraft equipment (further - information system of obligatory certification), is the single centralized information system functioning on the basis of the program, technical means and information technologies providing collection, processing, the analysis, storage, provision, placement and use of information on carrying out obligatory certification of standard design of the aircraft equipment specified in subitems 2 and 2.1 of Item 1 of article 8 of this Code, activities of the legal entities performing development and (or) production of the subject obligatory certification according to subitems 2 and 2.1 of Item 1 of article 8 of this Code of the aircraft equipment (except for lungs, the extralight civil aircrafts which are not performing commercial air transportations of passengers).

2. The information system of obligatory certification is created for the purpose of:

1) creation and automation of common information space between participants of obligatory certification (the federal executive body performing functions on rendering the state services and management of state-owned property in the field of civil aviation, the organizations subordinated to it accredited by it the certified centers, and also applicants on carrying out this Article of obligatory certification specified in Item 1);

2) forming, collection, processing, storage, provision, placement, use and information analysis:

about applicants on carrying out obligatory certification and the certified centers;

about requests for carrying out obligatory certification;

about documentation necessary for carrying out obligatory certification;

about planning and the course of accomplishment of obligatory certification;

3) timely identification of risks of violation of procedures (their terms) when carrying out obligatory certification and operational taking measures to their prevention;

4) availability of information to participants of obligatory certification;

5) control of accuracy of the information, its completeness and timeliness of placement in information system of obligatory certification;

6) identifications and authentications of users of system (participants of obligatory certification) in information system of obligatory certification by means of interaction with the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically";

7) examinations and approvals of documentation necessary for carrying out obligatory certification;

8) implementation of other functions when carrying out obligatory certification.

3. Operator of information system of obligatory certification is the federal executive body performing functions on rendering the state services and management of state-owned property in the field of civil aviation.

4. The subjects placing information in information system of obligatory certification are participants of obligatory certification.

5. The regulations on information system of obligatory certification approved by the Government of the Russian Federation shall contain the provisions determining procedure for use of information system of obligatory certification including:

1) procedure for creation, development, commissioning, operation and conclusion from operation of information system of obligatory certification;

2) procedure, terms, methods of provision of information for its placement of information system of obligatory certification by the operator;

3) procedure for provision of information containing in information system of obligatory certification including by means of ensuring access to information system of obligatory certification;

4) structure of information containing in information system of obligatory certification and procedure for placement of such information;

5) order of interaction of information system of obligatory certification with other information systems, including with unified information system in the field of purchases of goods, works, services for ensuring the state and municipal needs, with the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically;

6) requirements to information system of obligatory certification, the databases which are part of information system of obligatory certification, the information and telecommunication network ensuring functioning of information system of obligatory certification, to the operator of information system of obligatory certification.

6. Owner of information placed in information system of obligatory certification is the Russian Federation. Competences of the owner of such information, and also the owner of the rights to the results of intellectual activities which are part of information system of obligatory certification on behalf of the Russian Federation are performed by the operator of information system of obligatory certification.
