About creation of the special industrial zone "Yangi Avlod" in the city of Tashkent

For the purpose of complete and effective use of new opportunities and the available reserves for increase in production volumes of industrial output, extension of projects of industrial cooperation and localization, the accelerated development of spheres of production and rendering services in the city of Tashkent, establishing production of new types of competitive products with high value added, and also increases in the export potential of the city of Tashkent and providing the population with highly paid workplaces:

1. Approve offers of khokimiyat of the city of Tashkent, the Ministry of Economics and finance, the Ministries of investments, the industry and trade, the Ministry of Agriculture, the Ministry of water economy and Chamber of Commerce and Industry about:

a) creation of the special industrial zone "Yangi Avlod" in Yangikhayotsky district of the city of Tashkent (further - SPZ "Yangi Avlod");

b) for the purpose of creation of SPZ "Yangi Avlod":

withdrawal of 100 hectares of the free parcel of land from the territory of industrial technopark "Yangikhayot" and transfer of their SPZ "Yangi Avlod" according to appendix No. 1a;

introduction in accordance with the established procedure offers in Government commission on consideration of questions of change of categories of land fund of lands of agricultural purpose and forest fund about transfer of 664,5 of hectares of the parcels of land of agricultural purpose, including 592,5 of hectare of the irrigated parcels of land of agricultural purpose in the territory adjoining to makhallyam "Huzha Uchkun", Zhaloyir and "Yangi Gulzor" of Yangikhayotsky district of the city of Tashkent in category of lands of the industry, transport, communication, defense and other appointment according to appendix No. 1b.

2. Approve:

borders of the territories which are part of SPZ "Yangi Avlod" according to appendix No. 2;

the main objectives and activities of SPZ "Yangi Avlod" according to appendix No. 3;

"Road map" on creation of SPZ "Yangi Avlod" according to appendix No. 4.

3. Determine that:

a) the term of functioning of SPZ "Yangi Avlod" constitutes 30 years with possibility of its subsequent prolongation according to the law;

b) during activities of SPZ "Yangi Avlod" the separate tax, customs privileges and other preferences established for participants of special economic zones extend to his participants;

c) in case of work on construction of facilities of external infrastructure for SPZ "Yangi Avlod":

financing is performed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

functions of the customer are performed by the organizations determined in the resolution of the President of the Republic of Uzbekistan of April 30, 2021 No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones";

d) financing of works on construction of facilities of internal infrastructure in the territory of SPZ "Yangi Avlod" is performed at the expense of the means which arrived from electronic online auction, and other means which are not prohibited by acts of the legislation;
