Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning technological connection of power receiving devices of consumers of electrical energy to power networks and the conclusions of the agreements providing sale of electrical energy (capacity) in the retail markets.

Changes which are made to acts of the Government of the Russian Federation concerning technological connection of power receiving devices of consumers of electrical energy to power networks and the conclusions of the agreements providing sale of electrical energy (capacity) in the retail markets

1. In Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons, to power networks, approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (Russian Federation Code, 2004, No. 52, Art. 5525; 2009, No. 17, Art. 2088; 2015, No. 25, Art. 3669; 2017, No. 21, Art. 3009; 2021, No. 11, Art. 1796; 2022, No. 27, Art. 4863; 2023, No. 13, Art. 2304):

a) to state the subitem "d" of Item 10 in the following edition:

"e) the power of attorney or other documents confirming powers of the representative of the applicant filing and receiving documents - if the application is submitted to the network organization by the applicant's representative, the passport copy of the citizen of the Russian Federation or other identity document, - if acts as the applicant the individual entrepreneur or the citizen. The passport copy is not submitted in case of submission of the request by the applicant with use of the single portal;";

b) appendices No. 4 - 7(1) to the specified Rules after the words "it is issued (whom when)" to add with words ", birth date and birth place".

In Basic provisions of functioning of the retail markets of electrical energy approved by the order of the Government of the Russian Federation of May 4, 2012 No. 442 "About functioning of the retail markets of electrical energy, complete and (or) partial restriction of the mode of consumption of electrical energy" (The Russian Federation Code, 2012, No. 23, Art. 3008; 2014, No. 7, Art. 689; 2017, No. 21, Art. 3009;):

a) in Item 34:

The consumer (buyer) having intention to sign with the guaranteeing supplier the agreement of power supply (purchase and sale (delivery) of electrical energy (capacity) (further - the applicant) submits to the guaranteeing supplier the application for the conclusion of the relevant agreement containing the applicant's details (for legal entities - full name, the primary state registration number and identification taxpayer number, for individual entrepreneurs - surname, name, middle name (in the presence) physical person, series, number and date of issue of the passport or other identity document of the citizen in the territory of the Russian Federation, registration address at the place of residence, the primary state registration number of the individual entrepreneur and identification taxpayer number, for physical persons - surname, name, middle name (in the presence), series, number and date of issue of the passport or other document, the citizen proving the identity in the territory of the Russian Federation, registration address at the place of residence, one of the following identifiers - identification taxpayer number or the insurance number of the individual ledger account in system of the individual (personified) accounting, and also number of the mobile phone, the e-mail address of the applicant (if the applicant encloses the document specified in the paragraph the second this Item, specifying of number of the mobile phone, the e-mail address of the applicant is not required) and if other is not established by Items 35, of the 74 and 106 this document, the following documents:";

b) third Item 35 to state the paragraph in the following edition:

"the documents specified in paragraph three of Item 34 of this document;".
