I ORDER:

1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 30, 2020 No. 267 "About approval of Rules of rendering the state services in questions of documentation and registration of the population of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 20192) the following changes and amendments:

be reworded as follows Item 1:

"1. Approve:

1) Rules of rendering the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" according to appendix 1 to this order;

2) Rules of rendering the state service "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" according to appendix 2 to this order;

3) Rules of rendering the state service "Removal from Registration at the Place of Residence of the Population of the Republic of Kazakhstan" according to appendix 3 to this order;

4) Rules of rendering the state service "Submission of the Data Confirming Registration on the Permanent Residence in the Settlement of the Border Territory" according to appendix 4 to this order;

5) Rules of rendering the state service "Temporary Registration in the Place of Temporary Stay (Accommodation) of Citizens of the Republic of Kazakhstan" according to appendix 5 to this order;

6) Rules of rendering the state service "Permanent Registration at the Place of Residence of the Foreigners and Stateless Persons Who Are Constantly Living in the Republic of Kazakhstan" according to appendix 6 to this order;

7) Rules of rendering the state service "Temporary Registration at the Place of Residence of the Foreigners and Stateless Persons Who Are Constantly Living in the Republic of Kazakhstan" according to appendix 7 to this order;

"5) Single contact center - the legal entity determined by authorized body in the field of rendering the state services, performing functions of directory service on provision to uslugopoluchatel of information on questions of rendering the state and other services and also to state bodies - information on questions of rendering information and communication services;";

add with subitems 7) and 8) of the following content:

"7) dactyloscopic registration – the activities performed by authorized state bodies in the field of dactyloscopic and (or) genomic registration on collection, processing, protection of dactyloscopic information, establishment or confirmation of the identity of the person;

8) The Government for Citizens state corporation (further – the State corporation) – the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services and issue of their results to uslugopoluchatel by the principle of "one window", ensuring rendering the state services electronically.";

For receipt of the state service physical persons (further – uslugopoluchatel) address to territorial authorities of police (further – the service provider) in the State corporation and represent document package according to the list provided by the List of the main requirements to rendering the state service according to appendix 1 to these rules (further – the Requirement to rendering the state service).

registration of the electronic form in RP DRN and the direction on the stage of collection of graphical information (the photo and the signature) performed by employees of the State corporation;

filling of the electronic form and assurance of the EDS;

After registration of the electronic form the uslugopoluchatel goes to bank of the second level for implementation of payment of the state service and penalty for administrative offense.

Information on the accepted payments for the accelerated production of identity documents arrives in the Republican state company on the right of economic maintaining "The information and production center" of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – RGP "IPTs") from banks of the second level in real time ("online").

In case of receipt of the state service on the form the service provider attaches the document on payment for the accelerated issue of the document to the form;

forming of the register on sending the forms which are drawn up in district (city) law-enforcement bodies in triplicate first of which joins nomenclature case, second and third - are transferred together with forms to the control of migratory service of Department of police of area, the cities of Astana, Almaty and Shymkent (further – UMS). The drawn-up electronic form is transferred for check to UMS by means of RP DRN without creation of the register.

Employees of UMS perform verification of the electronic forms which are drawn up by means of RP DRN, and also forms on paper on correctness and justification of filling to the requirements established by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of May 31, 2016 No. 583 "About approval of form and Rules of registration, filling, accounting, storage, transfer, expenditure, destruction of the form for production of identity documents (except the certificate of the refugee)" (it is registered in the Register of state registration of regulatory legal acts for No. 13911).

In case of detection of discrepancy of the data containing in the electronic form, available in the database, discrepancies of codes of registration, low-quality graphical information, electronic forms return to RP DRN without execution to dooformleniye with indication of return reason.

In the presence of the bases provided in Item 9 of the Requirement to rendering the state service the service provider notifies uslugopoluchatel on the provisional solution about refusal in rendering the state service, and also time and the place (method) of carrying out hearing for opportunity to express to uslugopoluchatel line item according to the provisional solution, except as specified registrations on 1 category of urgency for the cities of Astana, Almaty, Shymkent and Aktobe.

Uslugopoluchatel is notified by the service provider on hearing at least in 3 (three) working days prior to completion of term of rendering the state service. Hearing is carried out no later than 2 (two) working days from the date of the notification.

By results of hearing the service provider makes the decision on the direction of the electronic form after completion on production of identity documents or refusal in rendering the state service if hearing with uslugopoluchatel did not take place.

In case of correctness and justification of filling electronic forms pass to the following stage RP DRN, and on forms the summary register in triplicate is created, first of which second and third joins nomenclature case together with district registers and forms (on paper) go to Committee of migratory service (further – KMS).

Employees of KMS the summary registers received from UMS in the book of accounting of the entering summary registers of forms are registered, check of correctness and justification of filling of forms, check according to the database regarding stay in search is performed.

In case of correctness and justification of filling, and also absence on search accounting electronic forms go to fabrication stage of identity documents to RGP "IPTs".

The first copy of the summary register with district registers of forms joins nomenclature case, is registered, the second copy of the summary register is certified by the signature of KMS and goes together with district registers of forms within 1 working day to RGP "IPTs".

RGP "IPTs" performs verification of the arrived electronic forms and in case of detection of discrepancy of the data entered in electronic forms, including the identity documents processed to the accelerated production, with data in the database, low-quality graphical information (the photo and signatures) return to stage to RP for error correction.

In case of lack of violations, documents are made and go together with the register of the made documents through the service provider:

1) on the accelerated production – in the State corporation;

2) made in general procedure - in UMS.

Delivery of the made documents of general procedure to divisions of migratory service of police stations of areas, the cities of Astana, Almaty, Shymkent is performed by means of mails and messenger services.

The employee of UMS attaches the register on sending and the third copy of the summary register to nomenclature case and sends the register of the made documents, together with ready documents and forms to compulsory health insurance.

The employee of compulsory health insurance registers of the made documents together with ready documents are registered and go to the State corporation. At the same time provides delivery of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan not later than days before the expiration of the rendering the state service established by the Requirement to rendering the state service.

Issue of ready documents to uslugopoluchatel is performed through:

1) the State corporation based on the coupon of registration of the request;

2) the service provider in the State corporation:

based on the receipt separated the form on receipt of the identity document (in case of registration on paper).";
