"36-1. The following qualification requirements are imposed to the staff of Presidential Administration (except for the Chairman of the Cabinet of Ministers - the Head of Presidential Administration, vice-chairmen of the Cabinet of Ministers, advisers and special advisors to the president, advisers and assistants to the Chairman of the Cabinet of Ministers - the Head of Presidential Administration, the State secretary and vice-chairmen of the Cabinet of Ministers):
- the higher education;
- years of service of the public and/or municipal service on set at least 7 years, from them at least 3 years on executive positions, or length of service in the respective professional sphere at least 7 years;
- knowledge of state language in amount, stipulated by the legislation the Kyrgyz Republic.
The additional qualification requirement about ownership of one of official languages of the United Nations (in addition to Russian) at the level necessary for accomplishment of service duties, and/or work experience in protocol service is imposed to the staff of the structural division of Presidential Administration knowing questions of foreign policy.
The level of proficiency in one of official languages of the United Nations necessary for accomplishment of service duties shall correspond to level not below average.
