According to article 24.2-3 of the Federal law "About Production Wastes and Consumption" Government of the Russian Federation decides:

1. Approve the enclosed Rules of involvement of the public company on forming of complex system of the address with solid utility waste "The Russian ecological operator" to participation in check of the legal entity, the individual entrepreneur, the goods performing waste recycling from use, and documents submitted by them for the purpose of confirmation of lack of the bases for refusal in inclusion of data in the register of the legal entities, individual entrepreneurs performing waste recycling from use of goods and to carrying out exit assessment.

2. This resolution becomes effective from the date of its official publication.

Rules of involvement of the public company on forming of complex system of the address with solid utility waste "The Russian ecological operator" to participation in check of the legal entity, the individual entrepreneur, the goods performing waste recycling from use, and documents submitted by them for the purpose of confirmation of lack of the bases for refusal in inclusion of data in the register of the legal entities, individual entrepreneurs performing waste recycling from use of goods and to carrying out exit assessment

1. These rules establish procedure and cases of involvement of the public company on forming of complex system of the address with solid utility waste "The Russian ecological operator" to participation in check of the legal entity, the individual entrepreneur, performing waste recycling from use of the goods which submitted the application provided by the Rules of maintaining the register of legal entities, the individual entrepreneurs performing waste recycling from use of goods approved by the order of the Government of the Russian Federation of December 29, 2023 No. 2400 "About approval of Rules of maintaining the register of legal entities, the individual entrepreneurs performing waste recycling from use of goods" and the documents attached to it for the purpose of confirmation of lack of the bases for refusal in inclusion of data in the register of legal entities, individual entrepreneurs the goods performing waste recycling from use, stipulated in Item the 7th article 24.2-3 of the Federal law "About Production Wastes and Consumption", and to carrying out exit assessment (further respectively - the company, the register of utilizers, utilizers, the statement, the Federal Law).

2. The Federal Nature Management Supervision Service (its territorial authority) recruits the company in check of the utilizers which submitted applications and documents attached to them for the purpose of confirmation of lack of the bases for refusal in inclusion of data in the register of utilizers, stipulated in Item the 7th article 24.2-3 of the Federal Law, and to carrying out exit assessment if earlier the utilizer did not get the state financial support given by the company in accordance with the legislation of the Russian Federation.

The company within 10 working days from the date of rendering the state financial support to utilizer sends information on utilizers which got such state financial support in accordance with the legislation of the Russian Federation to Federal Nature Management Supervision Service.

3. In case of receipt of the statement and the documents attached to it in Federal Nature Management Supervision Service by means of the electronic service provided on the official site of Federal Nature Management Supervision Service on the Internet, the Federal Nature Management Supervision Service (its territorial authority) in daily time directs to the address of the company the application and documents submitted by utilizer in the case established by paragraph one of Item 2 of these rules.

4. The company within 3 working days from the date of receipt of the statement and the documents attached to it in case of their receipt in single federal state information system of accounting of waste from use of goods or obtaining them from Federal Nature Management Supervision Service (its territorial authority) checks them, prepares the conclusion by results of consideration of the application and the documents attached to it and sends it to Federal Nature Management Supervision Service (its territorial authority).

5. In the conclusion by results of consideration of the application and the documents attached to it specified in item 4 of these rules conclusions about availability (absence) stipulated in Item the 7th article 24.2-3 of the Federal Law of the bases for refusal are given in inclusion of data in the register of utilizers with motivated reasons for such conclusions, and also recommendations for accomplishment by Federal Nature Management Supervision Service of one of actions, stipulated in Item the 5th article 24.2-3 of the Federal Law.

6. Along with the conclusion by results of consideration of the application and the documents attached to it specified in item 4 of these rules, the company sends to Federal Nature Management Supervision Service (its territorial authority) of the data on surnames, names, middle names (in the presence), positions of the representatives of the company offered to attraction for participation in exit assessment who do not have personal interest in results of exit assessment which are brought in the act of Federal Nature Management Supervision Service (its territorial authority) of carrying out exit assessment according to Item 7 of Rules of carrying out exit assessment, the stipulated in Article 24.2-3 Federal Laws "About Production Wastes and Consumption" approved by the order of the Government of the Russian Federation of December 29, 2023 No. 2399 "About approval of Rules of carrying out exit assessment the stipulated in Article 24.2-3 Federal Laws "About Production Wastes and Consumption" (further - Rules of carrying out exit assessment), in case of accomplishment by Federal Nature Management Supervision Service of the action provided by the subitem 1 of Item 5 of article 24.2-3 of the Federal Law.

7. The Federal Nature Management Supervision Service (its territorial authority) along with the direction to utilizer of the notification on the appointed date of exit assessment, Item 5 of article 24.2-3 of the Federal Law provided by the subitem 1, sends to the company the notification in which the following data are specified:
