For the purpose of enhancement of procedure for acceptance, storage and return to owners of the lost things belonging to physical persons and legal entities or transfer to their relevant state DECIDES: Cabinet of Ministers organizations

1. Approve offers of the Ministry of Internal Affairs and the Ministry of Justice of the Republic of Uzbekistan:

about liquidation of activities of "Lost-and-Found" in system of the Ministry of Internal Affairs and about rendering since March 1, 2022 by the district (city) centers of the state services of the state service in acceptance, storage and return to owners of the lost and found things or transfer to their relevant state organizations;

about the organization of acceptance of addresses for search of the lost things also through the Single portal of interactive state services of the Republic of Uzbekistan.

2. Approve Regulations on procedure for acceptance, storage and return to owners of the lost things by the centers of the state services or transfers to their relevant state organizations according to appendix No. 1, providing:

categories of the lost things which are subject to acceptance, storage and return to owners by the centers of the state services or transfer to the relevant state organizations;

Regulations of Admission, storages, return to owners of finds, and also transfer of things to the relevant state organizations which owners are not established;

procedure for accounting of the lost and found things;

maintaining the Electronic register of finds and the lost things, forming and classification of the data entered in the register.

3. To the agency of the state services under the Ministry of Justice of the Republic of Uzbekistan (further - the Agency of the state services):

a) till March 1, 2022:

together with the Ministry of development of information technologies and communications to implement the automated system of search Topilmalar (Nakhodka) providing possibility of search of the lost things, receipts of information on finds (further - AS Topilmalar);

organize in the centers of the state services special rooms (places) meeting safety requirements, within the organization of the state service in acceptance, storage, return to owners of the lost and found things or transfer to their relevant state organizations, and also to provide equipment of all centers with iron safes, necessary material means and office equipment;

together with the Ministry of development of information technologies and communications to organize implementation of the services specified in the Provision approved by this resolution and also integration of AS Topilmalar into the Single portal of interactive state services of the Republic of Uzbekistan;

b) together with the Ministry of Internal Affairs till January 1, 2023 to provide integration of AS Topilmalar with information system of law-enforcement bodies Buyum ("Thing");

c) bring on assorted regular basis Topilmalar of the data on the lost and found things which found or looking for them persons.

4. Determine that development, start of AS Topilmalar and forming of the Electronic register of finds and the lost things, and also their subsequent technical support is performed at the expense of means of off-budget fund of the Agency of the state services.

5. To the Ministry of Internal Affairs of the Republic of Uzbekistan together with the Agency of the state services till March 1, 2022 to organize assorted introduction Topilmalar of information on cases of issue of new identity documents to physical persons, instead of the lost or stolen identity documents.

6. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

7. To the Ministry of Justice of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

8. To impose control of execution of this resolution on the Minister of Justice of the Republic of Uzbekistan Davletov R. K. and Minister of Internal Affairs of the Republic of Uzbekistan Bobozhonov P. R.

Regulations on procedure for acceptance, storage and return to owners of the lost things by the centers of the state services or transfer to their relevant state organizations

Chapter 1. General provisions

1. This Provision determines procedure for delivery in the center of the state services (further - the Center), storages, return to owners of the lost and found things belonging to physical persons and legal entities, or transfer to their relevant state organizations, and also maintaining the Electronic register of finds and the lost things (further - the register).

Rules of this provision do not extend concerning the things lost as a result of criminal and administrative offense.

2. In the Center things at which properties, type, form, quantity, and also the containing biological substances, food products, automotor-vehicles, medicines, strong toxic agents, psychotropic both drugs and their precursors, explosive and pyrotechnic substances, weapon and ammunition, and also animals change are not accepted.

In the Center the finds which do not have the properties specified in paragraph one of this Item are accepted.

3. Acceptance, storage, return to owners of the lost and found things belonging to physical persons and legal entities or transfer to their relevant state organizations is performed by the staff of the Center.

4. Acceptance, storage, return to owners of finds, and also transfer of things to the relevant state organizations which owners are not established is performed according to the scheme according to appendix No. 1 to this Provision.

Chapter 2. Procedure for acceptance, storage, return to owners of finds by the centers of the state services and transfer of things to the relevant state organizations which owners are not established

5. Persons who found finds can address to the Center for their delivery.

The finds found in buildings and in their territories are transferred in public transport by persons which found them to legal entities or physical persons - owners of these buildings or public transport, and, as a rule, are given these persons in the Center.

6. The employee of the Center in case of acceptance in the Center of the things found physical persons and legal entities (their representatives) fills in on behalf of these persons the questionnaire in electronic form in form according to appendix No. 2 to this Provision.

At the same time data on the thing accepted by the employee of the Center at the same time are entered in the register open for general use.
