In Rules of state registration and accounting of separate types of the vehicles on vehicle identification number approved by the specified order:

2) documents, confirmatory:
payment of the duties and charges established by the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" (further – the Tax code).
The diplomatic representations, the international organizations and (or) its representations, consular establishments registered in the Republic of Kazakhstan, the employees and members of their families accredited in the Republic of Kazakhstan, having privileges and immunities according to the Vienna convention of 1961 "About the diplomatic intercourses" and the Vienna convention of 1963 "About the consular intercourses are exempted from payment of charges for primary registration";
execution of expanded obligations by producers (importers) in case of primary registration of the vehicles established by the Ecological code of the Republic of Kazakhstan;
