Part 8.1 of Article 4 to add 1) with words ", based on the program of experimental legal regime adopted by such bodies which procedure for development is established by the Government of the Russian Federation";
2) in Article 20:
a) parts 1 - 3 to state in the following edition:
"1. Experimental and innovative activities in the field of education are performed for the purpose of ensuring upgrade and educational development taking into account the main directions of social and economic development of the Russian Federation and priorities of scientific technology development of the Russian Federation.
2. Experimental activities are directed to development, approbation and implementation of new educational programs, educational technologies, educational resources, new instruments of organization-legal and financial and economic providing education system and are performed in the form of experiments which procedure and conditions of carrying out are determined by the Government of the Russian Federation.
