About entering of amendments and changes into the Law "About Education"

Article 1. Regarding 1 article 3 of the Law of April 14, 1999 No. ZR-297 "About education" (further – the Law):

Item 1.4 after the word of "training" to add 1) with words ", including out-of-school";

To add 2) with Item 3.2 of the following content:

"3. 2) the out-of-school program – the training program developing and enhancing interests, preferences, capabilities, level of intellectual development, creative skills, physical capacities, human capital, supplementing the formal (main) educational program;";

To add 3) with Item 15.1 of the following content:

"15. 1) the out-of-school organization, the center – the organization having the status of the legal entity, or its division performing the out-of-school program;".

Article 2. To exclude the word of "education" from Item 5 of part 1 of article 13 of the Law.

Article 3. To state article 20 of the Law in the following edition:

"Article 20. Out-of-school education

1. The purpose of out-of-school education – to develop social skills, skills of self-service and intellectual skills at children, to create and develop value system, multipurpose capabilities and soft skills of person as the citizen, to promote acquisition of spiritual, esthetic, physical, military patriotic, technical, ecological knowledge and preprofessional determination, stimulating development of human capital.

2. The state guarantees creation and functioning of system of out-of-school education and education, provides equal opportunity of implementation of out-of-school programs and rendering services in the separate directions for the sake of the best interests of the child.

3. Out-of-school programs can be installed in the directions of culture and art, the technical, humanitarian, obshchestvovedchesky and estestvovedchesky, sports, cognitive and ecological, industry research, marching, tourist directions.
