About approval of the state anti-corruption program for 2023-2025

According to part five of article 18 of the Law of Ukraine "About prevention of corruption" the Cabinet of Ministers of Ukraine decides:

1. Approve the state anti-corruption program for 2023-2025 (further - the enclosed program).

2. Draw the attention of ministers and heads (persons which are carrying out their obligations) of others central and local executive bodies, the state companies, organizations and the organizations, local government bodies, other subjects determined by actionees of the actions provided by the program that according to part three of article 18-2 of the Law of Ukraine "About prevention of corruption" they bear the personal responsibility for ensuring accomplishment of the actions provided by the program.

3. To the ministries, another central and to local executive bodies, state companies, organizations and organizations:

1) to provide accomplishment of the program in the expense limits provided in state and local budgets for the corresponding year and also at the expense of other sources which are not forbidden by the law;

Annually to give 2) to National agency on prevention of corruption:

till February 15 and on July 15 information on condition of accomplishment of the actions provided by the program;

till February 15 the statistical information determined by part two of article 18-3 of the Law of Ukraine "About prevention of corruption";

3) to provide adjustment of terms of preparation of drafts of the laws provided by appendix 2 to the program taking into account the terms determined by plans of bill work of the Verkhovna Rada of Ukraine for 2024 and 2025 by submitting for examination of the Cabinet of Ministers of Ukraine of the corresponding drafts of the acts approved with the National agency concerning prevention of corruption.

4. To provide to national agency on prevention of corruption:

1) approval in the terms determined by the program:

coordination of realization of Anti-corruption strategy for 2021-2025 (further - Anti-corruption strategy) and accomplishment of the program;

procedure for carrying out monitoring and efficiency evaluation of realization of Anti-corruption strategy and accomplishment of the program;

procedure for provision by the ministries, others central and local executive bodies, state companies, organizations and organizations of statistical information on results of work;

regulations on information system of monitoring of realization of the state anti-corruption policy;

2) submitting for examination of the Cabinet of Ministers of Ukraine of the draft of the act of statement of members of coordination working group on questions of anti-corruption policy;

3) coordination of realization of Anti-corruption strategy and accomplishment of the program;

4) approval till July 1, 2023 of procedure for promulgation on the official website of the National agency of information on results of monitoring and efficiency evaluation of the state anti-corruption policy for before work of information system of monitoring of realization of the state anti-corruption policy;

5) carrying out monitoring and efficiency evaluation of realization of Anti-corruption strategy and accomplishment of the program;

6) in the terms of creation and commissioning of information system of monitoring of realization of the state anti-corruption policy determined by the program;

7) annual informing till April 1 of the Cabinet of Ministers of Ukraine on results of accomplishment of the actions provided by the program, and also promulgation of the specified results on the official website of the National agency concerning prevention of corruption;

8) representation to the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the President of Ukraine no later than April 1, 2026. National report on efficiency of realization of the state anti-corruption policy;

9) continuation together with the interested bodies of work with the European commission for the purpose of receipt of the budget support for accomplishment of the actions provided by the program.

5. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of April 29, 2015 No. 265 "About approval of the State program on realization of Fundamentals of the state anti-corruption policy in Ukraine (anti-corruption strategy) for 2015-2017" (The Official Bulletin of Ukraine, 2015, No. 38, the Art. 1146);

the resolution of the Cabinet of Ministers of Ukraine of August 28, 2015 No. 625 "About introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of April 29, 2015 No. 265" (The Official Bulletin of Ukraine, 2015, No. 70, the Art. 2315).
