For the purpose of implementation of article 26 of the Law of the Kyrgyz Republic "About technical regulation in the Kyrgyz Republic", according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Requirements to experts in certification (experts-auditors), the body which is carrying out confirmation of competence of experts on certifications (experts-auditors), procedure for confirmation of their competence, forming and maintaining the unified register of experts on certifications (experts-auditors) (further - Requirements) according to appendix.

2. Determine that confirmation of competence of experts on certifications (experts-auditors) is performed by the Center for standardization and metrology under the Ministry of Economy and Trade of the Kyrgyz Republic or accredited body on certification of personnel according to area of accreditation (further - body).

3. Determine that forming and maintaining the unified register of experts on certifications (experts-auditors) are performed by the Kyrgyz center of accreditation under the Ministry of Economy and Trade of the Kyrgyz Republic.

4. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of subordinated divisions and organizations of the Ministry of Economy and Trade of the Kyrgyz Republic" of December 10, 2021 No. 300 the following changes:

1) in Regulations on the Center for standardization and metrology under the Ministry of Economy and Trade of the Kyrgyz Republic approved by the above-stated resolution:

- to add the subitem 3 of Item 12 with the paragraph the thirteenth the following content:

"-confirmation of competence of experts on certifications (experts-auditors);";

2) in Regulations on the Kyrgyz center of accreditation under the Ministry of Economy and Trade of the Kyrgyz Republic approved by the above-stated resolution:

- to add the subitem 2 of Item 14 with the paragraph the tenth the following content:

"-creates and keeps the unified register of experts on certifications (experts-auditors);".

5. The certificates of competence of the expert received before entry into force of this resolution are effective before the termination of effective period and are subject to inclusion in the unified register of experts on certifications (experts-auditors) in six-months time based on the submitted documents according to Item 36 of Requirements.

6. To confirm to accredited bodies on certification of products in six-months time competence of the experts on certifications (experts-auditors) who do not have certificates of competence of the expert or with the expired effective period of certificates of competence of the expert according to Requirements and to include them in the unified register of experts on certifications (experts-auditors).

7. And to accredited body on certification of personnel to send to the center for standardization and metrology under the Ministry of Economy and Trade of the Kyrgyz Republic monthly, till the 20th following the accounting period, the staticized register of experts on certifications (experts-auditors) in the Kyrgyz center of accreditation under the Ministry of Economy and Trade of the Kyrgyz Republic and to post it on the official site.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution becomes effective after fifteen days from the date of official publication.
