About transformation of National park Narochansky

For the purpose of effective functioning of the public nature protection institution "I decide national park Narochansky:

1. Transform National park Narochansky, having changed its borders, the mode of protection and use.

2. Bring in the Presidential decree of the Republic of Belarus of February 9, 2012 No. 59 "About some questions of development of especially protected natural territories" the following changes:

To be reworded as follows the regulations on National park Narochansky approved by the Decree it (is applied);

to be reworded as follows the borders, the area and structure of lands of National park Narochansky approved by the Decree (are applied);

to be reworded as follows the borders, the area and structure of lands of reserved zone of National park Narochansky approved by the Decree (are applied);

to be reworded as follows the borders, the area and structure of lands of zone of regulated use of National park Narochansky approved by the Decree (are applied);

to be reworded as follows the borders, the area and structure of lands of recreational zone of National park Narochansky approved by the Decree (are applied);

to be reworded as follows the borders, the area and structure of lands of economic zone of National park Narochansky approved by the Decree (are applied);

to be reworded as follows the borders, the area and structure of lands of the conservation zone of National park Narochansky approved by the Decree (are applied).

3. This Decree becomes effective after its official publication and extends the action to the relations which arose since January 1, 2022.

Regulations on National park Narochansky

1. The national park Narochansky (further – national park) is announced on lands of Myadelsky and Vileysky districts of the Minsk region, Postavsky district of the Vitebsk region, the Smorgon and Ostrovetsky districts of the Grodno region for the purpose of preserving the unique natural complexes combined by the Lake Narach as standard of natural landscapes, storage of genetic fund of plant and animal life of Belarusian Poozerya and their more complete and effective use in the course of nature protection, scientific, educational, tourist, recreational and improving activities.

2. The national park is in management of Administration of the President of the Republic of Belarus. Control of national park is exercised of the legal entity – the public nature protection institution "National park Narochansky (further – organization), acting on the basis of the Charter, approved Managing affairs of the President of the Republic of Belarus.

3. Research activities in the territory of national park are coordinated by National academy of Sciences of Belarus, and also the scientific and technical council created under organization (further – scientific and technical council).

The structure of scientific and technical council affirms Administration of the President of the Republic of Belarus on representation of the head of organization. The scientific and technical council is headed by the head of organization.

4. The parcels of land provided to organization in permanent use, and also the parcels of land (part of the parcels of land) of other land users enter into structure of the lands of national park forming its territory.

The earth of national park are used according to the legislation and the management plan the national park approved by Administration of the President of the Republic of Belarus.

Land users, the parcels of land (part of the parcels of land) of which are located in borders of national park, and also other physical persons and legal entities performing economic and other activity in the territory of national park shall observe the mode of its protection and use established by this Provision and other acts of the legislation.

5. The structure, the mode of protection and use of the territory of national park are established according to the Law of the Republic of Belarus of November 15, 2018 No. 150-Z "About especially protected natural territories" and determined by this Provision.

In the territory of national park the activities prohibited according to the Law of the Republic of Belarus "About especially protected natural territories" are not allowed.

The actions directed to fight against invasive alien types of wild animals and wild-growing plants in national park are performed based on the decision of scientific and technical council in coordination with National academy of Sciences of Belarus.

The choice of the location of the parcel of land for construction and servicing of real estate units in the resort settlement of Narach, the agrotown Zanaroch, villages Pine-forest, Gatovichi, Girin, Zubrenevka, Pokers, Deposits, Nikoltsa, Stepsons, Pines, Cherevki, by Shikovichi is made in coordination with organization and taking into account opinion of territorial authority of the Ministry of Natural Resources and Environmental Protection.

Tourist, recreational and improving activities in the territory of national park are performed according to the mode of protection and use of the territory taking into account the standard rates of permissible load approved by the Ministry of Natural Resources and Environmental Protection.

6. For goal achievement of the announcement of national park and depending on degree of safety of natural territorial complexes, the reserved zone, zone of regulated use, recreational zone and economic zone are allocated to their improving, scientific, recreational, historical and cultural, economic and esthetic value for its territories.

For prevention or mitigation of harmful effects on the valuable natural complexes and objects located in borders of national park the conservation zone is established.

7. The reserved zone of national park is intended for preserving in natural state of valuable natural complexes and objects, providing the natural course of natural processes.

In borders of reserved zone of national park all types of activity, except for the types of activity specified in Item 2 of article 27 of the Law of the Republic of Belarus "About especially protected natural territories" are prohibited.

The actions directed to the prevention of the fires and natural disasters in reserved zone of national park are performed based on the decision of scientific and technical council in coordination with National academy of Sciences of Belarus.

8. The zone of regulated use of national park is intended for preserving and recovery (reproduction) of valuable natural complexes and objects.

In borders of zone of regulated use of national park in addition to the types of activity specified in Item 2 of Article 24 and Item 3 of article 27 of the Law of the Republic of Belarus "About especially protected natural territories" are prohibited:

placement of waste, except for storages of waste in the authorized storage locations of waste before their transportation on subjects to burial, neutralization of waste and (or) on the objects for use of waste operated in the procedure established by the legislation;

trade fishery on water areas of lakes, except for the lakes Batorino, Bolshiye Shvakshty, Vishnevskoye, Myadel, Myastro, Svir;

trade fishery on the water area of the lake Myadel in places of spawning of ryapushka European and whitefish during the period since November 15 before introduction of spring prohibition on fishing;

amateur fishery on the river Stracha during spawning of trout ruchyevy since November 15 before introduction of spring prohibition on fishing;

spearfishing and use of water vehicles on water areas of the lakes Volchino and Rudakovo during the period from November 15 to December 15, except for water vehicles of organization, bodies and divisions on emergency situations, the Ministry of Natural Resources and Environmental Protection and its territorial authorities, the State inspection of protection of animal and flora in case of the President of the Republic of Belarus, and also the scientific organizations when carrying out research works;

Hunting and fishery, use of objects of plant and animal life in scientific, cultural and educational, educational, esthetic and other purposes in the territory of zone of regulated use of national park are performed in the places which are specially provided by organization and according to the procedure, established by the legislation.

9. The recreational zone of national park is intended for implementation of recreation, tourism, rest and improvement of citizens' health.

The recreational zone of national park is used according to the management plan national park, and also with projects, programs and plans of recreational activities.

Recreational activities in the territory of this zone are carried out on the basis of calculations of the permissible recreational loads on natural complexes approved by the Ministry of Natural Resources and Environmental Protection. In the course of recreational activities the measures directed to preserving the existing landscapes, soils, waters, plant and animal life, non-admission of degradation of natural complexes of national park are taken.

Hunting and fishery, and also use of objects of plant and animal life in scientific, cultural and educational, educational, esthetic and other purposes in the territory of recreational zone of national park are performed in the places which are specially provided by organization and according to the procedure, established by the legislation.

In recreational zone of national park captive content and cultivation of wild animals, creation of forest parks, dendrology parks and other subjects to recreational appointment are allowed.

In borders of recreational zone of national park in addition to the types of activity specified in Item 2 of Article 24 and Item 5 of article 27 of the Law of the Republic of Belarus "About especially protected natural territories" placement of waste, except for storages of waste in the authorized storage locations of waste before their transportation on subjects to burial, neutralization of waste and (or) on the objects for use of waste operated in the procedure established by the legislation is forbidden.

10. The economic zone of national park is intended for ensuring functioning of national park.

In borders of economic zone of national park the types of activity specified in Item 2 of Article 24 and part one of Item 8 of article 27 of the Law of the Republic of Belarus "About especially protected natural territories" are prohibited.

The economic and other activity in borders of this zone which is not interfering preserving valuable natural complexes and objects is performed with use of the best available technical methods.
