1. "1. 2) identification of the victim of human trafficking – reference of person to victims of the ill treatment which led to social disadaptation and social deprivation owing to the actions connected with human trafficking, including minor, other types of their operation, and also kidnapping according to Criteria for evaluation of availability of the ill treatment which led to the social disadaptation and social deprivation approved by the joint order of the Minister of Internal Affairs of the Republic of Kazakhstan of September 22, 2014 No. 630, of the Minister of Education and Science of the Republic of Kazakhstan of September 26, 2014 No. 399 and the Minister of health and social development of the Republic of Kazakhstan of November 19, 2014 No. 240 (it is registered in the Register of state registration of regulatory legal acts No. 10013) (further – Criteria).";

3) The Government for Citizens state corporation (further – the State corporation) – the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services, services in issue of specifications on connection to networks of subjects of natural monopolies and services of subjects of the quasi-public sector according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services, services in issue of specifications on the connection to networks of subjects of natural monopolies, services of subjects of the quasi-public sector and issue of their results to uslugopoluchatel by the principle of "one window", and also ensuring rendering the state services electronically performing state registration of the rights to real estate in the place of its stay;

4) the stateless person – the person who is not the citizen of the Republic of Kazakhstan and not having the proof of the belonging to nationality of other state;

6) the International financial center "Astana" (further – MFTsA) – the territory in city boundaries of Astana with precisely designated borders determined by the President of the Republic of Kazakhstan in which the particular legal regime in the financial sphere is effective;

7) investment resident of MFTsA – the foreigner or the stateless person which performed investments according to the program of the investment tax residence of MFTsA, and also corresponding to the conditions provided by the Constitutional law of the Republic of Kazakhstan "About the International financial center "Astana";

8) the administrative act – the decision made by administrative authority, the official in the public relations, exercising the rights established by the laws of the Republic of Kazakhstan and obligation of certain person or individually certain group of people;

9) administrative authority – state body, local government body, the state legal entity, and also other organization which according to the laws of the Republic of Kazakhstan are given authority on adoption of the administrative act, making of administrative action (failure to act);

10) ministerial procedure is the activities of administrative authority, the official for consideration of administrative case, acceptance and execution on it of the decision made based on the address or on own initiative and also the activities performed according to the procedure of the simplified ministerial procedure;

11) the business immigrant – the immigrant who arrived for the purpose of implementation of business activity according to the legislation of the Republic of Kazakhstan;

12) unified information system "Golden eagle" (further – EIS "Golden eagle") – unified information system on control of entrance – departure and stay of immigrants in the Republic of Kazakhstan;

13) the former compatriot – the person who was born or earlier consisting in nationality of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan and constantly living abroad;

14) close relatives are parents (parent), children, adoptive parents (adopters), the adopted (adopted), full and not full brothers and sisters, the grandfather, the grandmother, grandsons;

15) personal account – the user's office on the web portal of "the electronic government";

16) individual identification number (further – IIN) – the twelve-place digital code assigned for physical person once and for life;

17) the travel document – the document issued to foreigners and stateless persons for departure out of limits of the Republic of Kazakhstan;

18) the entry visa and departure (further – the visa) – mark of representatives on that state bodies of the Republic of Kazakhstan in the passport of the migrant or the document replacing it or mark of representatives on that state bodies of the Republic of Kazakhstan in information system which grants the right to entrance to the territory of the Republic of Kazakhstan, driving through its territory, stay on it and departure from the territory of the Republic of Kazakhstan for a while, for the purpose of and on the conditions established in the visa;

19) internal transfer – temporary for the term defined by the employment contract, but no more than three years, with the prolongation right for one year transfer of the foreigner or stateless person performing labor activity to positions of the head, manager or specialist in the legal entity founded in the territory of the member country of the World Trade Organization, who is and acting outside the territory of the Republic of Kazakhstan in branches, the affiliated organizations, representations of this legal entity founded in the territory of the Republic of Kazakhstan according to the legislation of the Republic of Kazakhstan;

20) immigration – entry of foreigners or stateless persons into the Republic of Kazakhstan for temporary or permanent residence;

21) the immigrant – the foreigner or the stateless person which arrived to the Republic of Kazakhstan for temporary or permanent residence;
