About measures for raising on the new level of system of provision of social services and assistance to the families needing social protection, and also to further acceleration of work on training of women in professions in makhallyakh

For the purpose of the complex organization of works on identification and the solution of social problems in makhallyakh, to implementation of the system based on the way to the population needing social protection by the principle "oilabay", to increase in quantity and improvement of quality of the provided social services, strengthening of responsibility of the relevant ministries and departments, and also further activization of training system of women to professions:

1. Since July 1, 2022 step by step to implement System of the organization of social services in makhallyakh on the basis of integrated approach, at the same time:

a) assign to the female activist the following additional tasks waved:

studying of condition of each household, identification of the real situation in families and their need for social services;

development of the individual plan of social protection of each family needing the public assistance;

implementation of constant control behind timely and high-quality rendering social services on the basis of addresses of the population and in the course of studying of execution of the plan of social protection;

submission of recommendations and requests about the needs of families for difficult and high-technology medical transactions, persons with disability - in prosthetic and orthopedic products and other similar social services;

carrying out monitoring of provision of social services by all departments responsible for social protection;

b) create the Republican headquarters on coordination of implementation of social services in makhallyakh on the basis of system of integrated approach (further - the Coordination headquarters) according to appendix No. 1 and to assign to it the following tasks on support of the families needing social protection:

adjustment of system of integrated approach in the solution of social problems in families;

interaction with the female activist waved for identification of social problems in families;

taking measures to removal of families from economically unsuccessful condition and providing the income with stable source by means of work;

promotion of healthy lifestyle and the organization of rendering timely high-quality medical care to the families needing medical care;

taking measures to provision of legal aid and prevention of offenses.

Working body of the Coordination headquarters to determine the State committee of family and women.

To the coordination headquarters in week time in the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) to organize activities of the Regional staff for coordination of implementation of social services in makhallyakh on the basis of system of the integrated approach (further - the Regional staff) consisting of ranking officers of territorial subdivisions of the relevant ministries, departments and the off-budget Pension fund under the Ministry of Finance.

Determine regional staffs responsible for timely consideration of the recommendations and requests introduced by female activists makhally on social problems of citizens and provision of the corresponding services.

2. Determine that till November 1, 2022:

a) female activists makhally to regional staffs enter each two weeks data:

about the need for social services on the basis of condition of households in makhallyakh, the real situation in families;

about rendering specific social services to families in makhallyakh by results of their studying;

about recommendations and requests about the needs of families for difficult and high-technology transactions, persons with disability - in prosthetic and orthopedic products and other similar social services;

about observation of condition of households in makhallyakh, and also timely and high-quality provision of social services to the population on the basis of its addresses;

b) regional staffs generalize the data which arrived from female activists makhally by the territories and in two-day time send them to the Coordination headquarters;

c) The coordination headquarters on the basis of the arrived data in three-day time will organize rendering address social service by the ranking officer - the member of the Regional staff to the families which are really needing social service.

3. To the Ministry of Finance (T. Ishmetov) together with the State committee of family and women (Z. Makhkamov) and the Ministry of development of information technologies and communications (Sh. Shermatov) to develop and provide involvement till August 1, 2022 of the automated special electronic module "Social Service in the Makhall" (further - the "Social Service in the Makhall" module) based on the information system "Unified Register of Social Protection" on the basis of the financial, technical and expert assistance rendered by Representative office of UNICEF in Uzbekistan.

Determine that the "Social Service in the Makhall" module:

is the special electronic software on implementation of rendering social services to families in makhallyakh on the basis of information and communication technologies;

it is used by the State committee of family and women;
