in the Rules of content of common property of object of condominium approved by the specified order:

"35. In case of re-equipment and (or) re-planning of apartments, non-residential premises the written consent at least two thirds of total number of owners of apartments, non-residential premises in cases is required if changes affect:
the bearing and (or) protecting designs;
all-house engineering systems;
common property of object of condominium;
functional purpose of apartments, non-residential premises.
In case the changes specified in part one of this Item are connected with ensuring access to the dwelling of persons with disability, written consent of owners of apartments, non-residential premises are not required.".
