Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Sanitary and Epidemiologic Requirements during the Work with Mercury, Its Connections and Devices with Mercury Filling".

2. Of December 31, 1998 "About enforcement of health regulations and regulations, hygienic standard rates" the words "SanPiN of the Republic of Belarus " Health Regulations and Regulations during the Work with Mercury, Its Connections and Devices with Mercury Filling " No. 9-109-98 of 22.12.1998." to exclude No. 53 from Item 1 of the resolution of the Chief state health officer of the Republic of Belarus.

3. Declare invalid the resolution of the Chief state health officer of the Republic of Belarus of October 28, 2005 No. 155 "About entering of amendments into Health regulations and regulations during the work with mercury, its connections and devices with mercury filling No. 9-109 of the Republic of Belarus 98".

4. This resolution becomes effective in 15 working days after its signing.

Sanitary standards and rules "Sanitary and Epidemiologic Requirements during the Work with Mercury, Its Connections and Devices with Mercury Filling"

Chapter 1. General provisions

1. These Sanitary standards and rules establish requirements to placement, designing, engineering procedures, production equipment, ventilation, heating, sanitary and household premises of the companies, productions, laboratories in which work mercury and its connections is used (further if other is not established by these Sanitary standards and rules, – works with mercury).

2. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

3. Perpetrators bear responsibility according to the legislation of the Republic of Belarus for violation of these Sanitary standards and rules.

4. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the procedure, established by the legislation of the Republic of Belarus.

Chapter 2. Requirements to the layout and device of factory buildings and rooms

6. During the designing and construction, and also operation of production rooms where work with mercury will be carried out, the relevant planning, technology and construction decisions interfering mercury accumulation shall be used.

7. Production processes and transactions in case of which there is allocation in air of vapors of mercury throughout engineering procedure shall be performed in the certain buildings equipped with own sanitary and household rooms. In case of technological need of combination for one building of the production processes which are not using mercury, and the processes which are followed by allocation of its vapors in air for the last the isolated rooms on the first floor or in building end face, equipped with independent exit shall be allocated.

8. Surfaces of walls and ceilings of production rooms shall be equal, smooth and are processed by the rtutnepronitsayemy paint and varnish coverings on the basis of polymeric materials interfering sorption of vapors of mercury.

9. Places of interface of walls among themselves, with ceiling and floor, places of passing of technological and other pipelines, sewer and water pipes, pipes of water heating, the place of joints of building constructions with racks of devices, the bases and frames of the production and laboratory equipment shall be hermetic and rounded off for convenience of drawing rtutnepronitsayemy coverings and the subsequent cleaning of rooms. 10. All production rooms in case of which operation hit on floor or the bases of the equipment of mercury is possible shall be equipped with systems of vacuum cleaning and devices for hydrowashout. 13. In cases when production control is provided from control panels, console it shall be organized in end face of the building (shop) and be reported as with the production room, and the household block. 14. In rooms in which work with mercury is carried out use of aluminum as structural element is forbidden.

15. In case of violation of integrity of floors and the bases of production rooms it is necessary to carry out immediately repair work with recovery of protective coating.

16. At exit from rooms (shops) where there is possibility of pollution of footwear mercury, bathtubs with low board shall be arranged or machines for washing of working footwear are established by solutions of demerkurizator.
