About approval of Health regulations and regulations 2.2.2.11-34-2002 "Hygienic requirements to hand tools and organization of works"

For the purpose of execution of the Law of the Republic of Belarus "About sanitary and epidemic wellbeing of the population" in edition of May 23, 2000 (The national register of legal acts of the Republic of Belarus, 2000, No. 52, 2/172) POSTANOVLYAYU:

1. Approve the enclosed Health regulations and regulations (further – the SanPiN) "Hygienic requirements to hand tools and the organization of works" 2.2.2.11-34-2002 and to enact them in the territory of the Republic of Belarus from the date of publication.

2. Not apply in the territory of the Republic of Belarus the "Hygienic recommendations about designing of manual machines for increase in their vibrosafety" approved by the Deputy Chief state health officer of the USSR on July 30, 1982 No. 2909-82, "Methodical instructions for prevention of adverse action of local vibration", approved by the Deputy Chief state health officer of the USSR on August 29, 1985 No. 3926-85, "Methodical instructions for carrying out sanitary inspection behind designing, release of manual machines and working conditions of workers of vibrohazardous occupations", approved by the Deputy Chief state health officer of the USSR on August 29, 1985 No. 3927-85, "Methodical instructions for development of the modes of work of workers of vibrohazardous occupations", approved by the Deputy Chief state health officer of the USSR on November 18, 1985 No. 4013-85.

Health regulations and regulations 2.2.2.11-34-2002 "Hygienic requirements to hand tools and organization of works"

Chapter 1. Scope and general provisions

1. These Health regulations and regulations (further – the SanPiN) establish hygienic requirements to the manual machines, the hand mechanized and nonmechanized tools (further – to hand tools) generating vibration, rules of the organization of works with hand tools and actions for prevention of adverse effects of work with them, and also requirements to monitoring procedure behind their observance.

2. Requirements the SanPiN extend also to the processed surfaces and details withheld in hands, manual devices, bodies of manual control on the stationary equipment with manual giving of the processed details through which vibration can be transferred to hands of operators.

3. The presents the SanPiN are entered for the purpose of prevention of adverse influence per capita of the factors accompanying work with hand tools of decrease in probability of development with respect thereto of diseases and creation of optimum working conditions for working at factory.

4. Requirements of the presents the SanPiN are applied to the hand tools made, modernized, purchased abroad and being in operation.

5. References to requirements of the presents the SanPiN shall be considered in the state standards and other regulating and technical documents establishing requirements to design, quality, safety, conditions of production and operation of hand tools, and also to production process and productions with their application.

6. Responsibility for accomplishment of the presents the SanPiN in the procedure established by the law is conferred on the officials, specialists and employees of the organizations, physical persons who are engaged in business activity, performing development, production, sale and use of hand tools.

7. Control over the implementation of the presents the SanPiN is exercised by bodies and organizations of the state sanitary inspection (further – state sanitary inspection) the Republic of Belarus according to the Law "About Sanitary and Epidemic Wellbeing of the Population" and taking into account requirements of the existing health regulations and regulations.

8. Not apply in the territory of the Republic of Belarus "Hygienic recommendations to designing of manual machines for increase in their vibrosafety", approved as the Deputy Chief state health officer of the USSR on July 30, 1982, No. 2909-82; The "Methodical instructions for prevention of adverse action of local vibration" approved by the Deputy Chief state health officer of the USSR on August 29, 1985, No. 3926-85, the "Methodical instructions for carrying out sanitary inspection behind designing, release of manual machines and working conditions of workers of vibrohazardous occupations" approved by the Deputy Chief state health officer of the USSR on August 29, 1985, No. 3927-85; The "Methodical instructions for development of the modes of work of workers of vibrohazardous occupations" approved by the Deputy Chief state health officer of the USSR on November 18, 1985, No. 4013-85.

Chapter 2. Hygienic requirements to hand tools

9. The presents the SanPiN establish hygiene standards of safety of hand tools and the requirement for the organization of work with them for the following factors: vibration, noise, air ultrasound, electrostatic field (further – ESP), variation electric and magnetic field of the frequency of 50 Hz (for tools with the electric drive), power characteristics, ergonomic characteristics of labor process, temperature of handles, heat conductivity (heat transfer) of material of handles, microclimate parameters, hazardous substance content in the working area.
