Issue of job specifications is performed by Committee on the state material reserves of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - Committee) in case of release of material values from the state material reserve in connection with their refreshening (including for conducting examination of material values on high-quality condition and compliance to requirements of technical regulations and regulating documents on standardization, for transfer on balance to other state bodies), according to the procedure of borrowing, razbronirovaniye and in case of realization of the utilized goods.";
