About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.
2. Determine that the criteria of reference of owners or other legal owners of thermal networks to the heatnetwork organizations provided by the Rules of the organization of heat supply in the Russian Federation approved by the order of the Government of the Russian Federation of August 8, 2021 No. 808 "About the organization of heat supply in the Russian Federation and about introduction of amendments to some acts of the Government of the Russian Federation" are applied since September 1, 2022.
3. Till August 31, 2022 owners or other legal owners of thermal networks concerning which the prices (rates) for services in transfer of heat energy, the heat carrier are in accordance with the established procedure approved are recognized the heatnetwork organizations.
4. Recommend to executive bodies of subjects of the Russian Federation in the field of regulation of rates till March 1, 2023 to provide in Federal Antimonopoly Service information on results of use of criteria of reference of owners or other legal owners of thermal networks to the heatnetwork organizations, the stipulated in Item 2 presents of the resolution.
5. To provide to Federal Antimonopoly Service till June 1, 2023 to the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Energy of the Russian Federation and Federal Service for Environmental, Technological and Nuclear Supervision the analysis of results of application and in need of the offer on adjustment of criteria of reference of owners or other legal owners of thermal networks to the heatnetwork organizations, the stipulated in Item 2 presents of the resolution.
