About measures for enhancement of management structure of JSC Uzkimyosanoat

For the purpose of cardinal increase in competitiveness in the external and internal markets of the made chemical products due to decrease in its cost, expansion of the range and increase in production volume of demanded products on the basis of deepening of diversification of production, implementation of further upgrade, reconstruction and modernization of the companies of chemical industry, implementation of modern energy efficient and resource-saving technologies, and also radical enhancement of management system industry, broad application of progressive methods of corporate management:

1. Specify to the head Kompleksa of the Cabinet of Ministers concerning geology, fuel and energy complex, chemical, petrochemical and metallurgical industry Ibragimova G. I., to heads of JSC Uzkimyosanoat and the chemical industrial enterprises entering organizational structure of joint-stock company on rejection of effective measures on cost reduction of production and decrease in cost, implementation modern power - and resource-saving technologies and the equipment.

Consider the most important task of the companies of chemical industry carrying out system work on steady cardinal cost reduction of production and product cost, to identification of the available reserves, the accelerated implementation progressive energy efficient, materialo-and resource-saving technologies, to reducing production costs. Consider decrease in cost as the most important factor of increase in competitiveness of the made chemical products on internal and the foreign markets.

2. Determine the main objectives and activities of JSC Uzkimyosanoat:

carrying out the deep analysis of the factors influencing the cost level of production and cost of products made by the chemical companies, development of specific measures for their cardinal decrease due to implementation of modern resource-and energy-saving technologies and the equipment, the latest electronic management information systems production processes and sales, to reducing materials consumption of products, optimization of number of managerial personnel and unproductive costs;

carrying out single technical policy in the industry directed to further diversification of production, deeper conversion of domestic inventories of mineral raw material resources, widespread introduction in industries of the modern high-tech equipment and the innovative technologies providing production of best-selling high-quality chemical products with high value added and technology safety at the companies of industry;

deep studying of tendencies of world environment on products of the chemical industry and on this basis development of release of the wide nomenclature of chemical products, best-selling in the world markets, promotion of domestic production on the new foreign markets;

the analysis of the chemical products delivered to the republic on import and permanent deepening of level of localization of chemical productions, expansion of cross-industry industrial cooperation, including with small business entities and large enterprises of the republic;

steady providing agricultural producers of the republic with nitrogen, phosphoric, potash and complex fertilizers in their balanced ratio according to agrotechnology regulations;

carrying out active investment policy, enhancement of project works, their examinations, attraction in industry of direct foreign investments;

assistance in increase in efficiency of activities of the joint-stock companies entering into structure of JSC Uzkimyosanoat, implementation and enhancement in them modern corporate management methods;

support and stimulation of scientific research, including cross-industry, directed to creation and implementation of new competitive, innovative technologies, products types, decrease power - and resource intensities of products, costs of production;

advanced training and retraining of the technical and managerial personnel owning modern corporate management methods capable to organize effective work in market conditions.

6. JSC Uzkimyosanoat:

organize work on system basis and provide unconditional achievement of forecast parameters of reducing production costs and decrease in product cost by the companies in 2017 according to appendix No. 4;

it is permanent to carry out the careful analysis of the factors providing steady decrease in production costs and cost of the industry of products made by the companies and till December 1, 2017 to submit for approval in the Cabinet of Ministers of the Republic of Uzbekistan the Program of specific measures for cost reduction of production and increase in competitiveness of the made chemical products for 2018-2019.

7. JSC Uzkimyosanoat together with the Ministry of Economics, the Ministry of Finance of the Republic in two-month time to develop and introduce in the Cabinet of Ministers the Development program of the chemical industry for 2017 - 2021, having provided in it specific measures for expansion of the available capacities for production of phosphoric fertilizers, the organizations of flexible manufacturings for release of the chemical products demanded in the internal and external markets.

8. Make changes and additions to some decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 5.

9. Recognize invalid some decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 6.

10. JSC Uzkimyosanoat together with the Ministry of Justice of the Republic of Uzbekistan to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution in a month.

11. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
