Article 1

Bring in the Federal Law of November 29, 2007 No. 282-FZ "About the official statistical recording and system of the state statistics in the Russian Federation" (The Russian Federation Code, 2007, No. 49, Art. 6043; 2012, No. 43, Art. 5784; 2013, No. 27, Art. 3463; No. 30, Art. 4084; 2017, No. 14, Art. 1997; 2018, No. 17, Art. 2423; 2021, No. 1, Art. 39) following changes:

Part 4 of article 5 after the word "administrative" to add 1) with the words "and others";

2) part 3 of article 6 after the words "the place for answers to them" to add with words "other data which transfer is provided by provisions of this Federal Law,", after the words "in the territory of the Russian Federation)", to add with the words "and other data";

3) in Article 8:

a) add with part 5.1 following of content:

"5.1. For the purpose of maintaining by the federal executive body of the register of groups of companies authorized by the Government of the Russian Federation holders of shareholder registers of joint-stock companies annually till July 5 provide in the specified body the information containing list of shareholders - the legal entities created in accordance with the legislation of the Russian Federation, and shares of their participation in the authorized capital of joint-stock companies, the data which allow to identify the specified shareholders, and also data on total shares of participation of other shareholders in the authorized capital of joint-stock companies. Data are created by holders of shareholder registers of joint-stock companies based on the last constituted list of persons having the participation right in general shareholder meeting. The rules of maintaining the register of groups of companies determining including procedure for forming of the register, provision of data and the scope of information which allow to identify shareholders - the legal entities created in accordance with the legislation of the Russian Federation and also interactions of the federal executive body authorized by the Government of the Russian Federation and holders of shareholder registers of joint-stock companies are established by the Government of the Russian Federation.";

b) add with part 6.1 following of content:

"6.1. The legal entities specified in the register of groups of companies as parent organizations provide data on investing activities of the legal entities entering into these groups, except for primary statistical data, presented to the Bank of Russia according to part 10 of this Article in the federal executive body authorized by the Government of the Russian Federation determining structure of such data and terms of their provision as a part of form of federal statistical observation. Criteria of reference of legal entities to groups of companies and to parent organizations, the notification procedure of legal entities - parent organizations about entering of the corresponding information about them into the register of groups of companies are established by the Government of the Russian Federation in rules of maintaining the register of groups of companies.".

Article 2

1. This Federal Law becomes effective since September 1, 2021.

2. Determine that in 2021 the data specified regarding 5.1 articles 8 of the Federal Law of November 29, 2007 to No. 282-FZ "About the official statistical recording and system of the state statistics in the Russian Federation" are provided by holders of shareholder registers of joint-stock companies till September 10, 2021.
