Article 1. Purpose and subject of regulation of this Federal Law

1. The purpose of this Federal Law is creation of the legal basis for realization of single state policy in the sphere of the official statistical recording aimed at providing information needs of the state and society in complete, the authentic, evidence-based and timely provided official statistical information about social, about economic, about demographic, about ecological and about other public processes in the Russian Federation.

2. Subject of regulation of this Federal Law are the public relations arising when implementing the official statistical recording.

3. Operation of this Federal Law extends to respondents, subjects of the official statistical recording and users official statistical information.

4. Operation of this Federal Law does not extend to the relations arising in case of financial accounting, including in case of creation and submission of accounting (financial) records according to the Federal Law of December 6, 2011 No. 402-FZ "About financial accounting", and also during the forming and submission of tax declarations and other documents (information) according to the legislation on taxes and fees.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) the official statistical recording - the activities directed to carrying out according to official statistical methodology of the federal statistical observations and data processing received as a result of these observations, and performed for the purpose of forming of the official statistical information and other documentary information used in system of the state statistics according to part 4 of article 5 of this Federal Law and necessary for implementation of the functions (powers) of federal bodies of the government, other federal state bodies, the Central bank of the Russian Federation (Bank of Russia), public authorities of subjects of the Russian Federation, other state bodies of subjects of the Russian Federation, bodies of the public power of the federal territories, local government bodies established by the Federal Laws and other regulatory legal acts of the Russian Federation and also other bodies and organizations;

2) system of the state statistics - set of the legal, technological and organizational measures directed to implementation of the official statistical recording, and also the bodies and organizations realizing the specified measures;

3) official statistical information - the summary aggregative documentary information on the quantitative party of mass social, economic, demographic, ecological and other public processes in the Russian Federation created by subjects of the official statistical recording according to official statistical methodology;

4) subjects of the official statistical recording - the federal bodies of the government, other federal state bodies, the Bank of Russia, Fund of pension and social insurance of the Russian Federation performing forming of official statistical information in the established field of activity in accordance with the legislation of the Russian Federation;

5) federal statistical observation - collection of primary statistical data and administrative data by subjects of the official statistical recording;
