About introduction of amendments to some acts of the Government of the Russian Federation concerning stimulation of use of renewable energy resources

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning stimulation of use of renewable energy resources.

2. Determine that the realization of this resolution is enabled by federal executive bodies within the Russian Federation established by the Government of the number of staff and budgetary appropriations provided by it on management and management in the field of the established functions.

Changes which are made to acts of the Government of the Russian Federation concerning stimulation of use of renewable energy resources

1. a) state Item 1 in the following edition:

"1. These rules establish criteria and procedure for qualification of power plants and separate power stations on production of electrical energy (power units) (further - the generating objects) functioning on the basis of use of renewable energy resources.

The concept "renewable energy resources" is used in these rules in the value established in article 3 of the Federal law "About Power Industry".

In case of qualification of the generating objects functioning on the basis of use of renewable energy resources compliance of the specified generating objects to target indicators of production volume and consumption of electrical energy with use of renewable energy resources in overall balance sheet of production and consumption of electrical energy, to target exponents of localization in the territory of the Russian Federation of production of the capital and (or) the service generating equipment for production of electrical energy with use of renewable energy resources (further - extent of localization) and to target indicators of export of industrial output (the capital and (or) the service generating equipment (including materials, raw materials and component parts) for production of electrical energy with use of renewable energy resources) and (or) works (services) performed (rendered) when designing is determined construction and installation of the generating objects located in the territories of foreign states (further - export indicators), established according to the main directions of state policy in the field of increase in energy efficiency of power industry on the basis of use of renewable energy resources (further - target indicators).

Extent of localization on the generating object planned to commissioning till December 31, 2024 inclusive (except for the generating object functioning on the basis of use of photo-electric transformation of energy of the sun selected during competitive selection of investment projects on construction of the generating objects functioning on the basis of use of renewable energy resources which is carried out later January 1, 2020 according to the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity" (further - Rules of the wholesale market of electrical energy and capacity), and planned to commissioning from January 1, 2023 to December 31, 2024), it is determined as deposit amount of each element of the equipment (the equipment assembled) and the works performed during the designing and construction in extent of localization by the generating object. Extent of localization is determined by the generating object functioning on the basis of use of photo-electric transformation of energy of the sun selected during competitive selection of investment projects on construction of the generating objects functioning on the basis of use of renewable energy resources which is carried out later January 1, 2020 according to Rules of the wholesale market of electrical energy and capacity and planned to commissioning from January 1, 2023 to December 31, 2024 as deposit amount of each element of the equipment (the equipment assembled) and works (services) performed when designing of the generating object.
