About qualification of the generating object functioning on the basis of use of renewable energy resources

1. Approve the enclosed Rules of qualification of the generating object functioning on the basis of use of renewable energy resources.

2. To the Ministry of Energy of the Russian Federation together with the interested federal executive bodies:

develop and provide till September 1, 2008 in accordance with the established procedure the draft of the act of the Government of the Russian Federation of determination of the main directions of state policy in the field of increase in energy efficiency of power industry on the basis of use of the renewable energy resources containing target indicators of production volume and consumption of electrical energy with use of renewable energy resources in overall balance sheet of production and consumption of electrical energy;

develop and provide till October 1, 2008 in accordance with the established procedure the project of regulatory legal act of the Government of the Russian Federation about procedure for determination of the allowance added to equilibrium price of the wholesale market on electrical energy for determination of the price of the electrical energy made on the qualified generating objects functioning on the basis of use of renewable energy resources;

develop and provide till October 1, 2008 in accordance with the established procedure the project of regulatory legal act of the Government of the Russian Federation about criteria for provision of subsidies from the federal budget according to the procedure of compensation of cost of technology accession of the generating objects with the established generating capacity no more than 25 MW recognized by the qualified objects functioning on the basis of use of renewable energy resources, to persons to whom such objects belong on the property right or other legal cause;

develop and approve till October 1, 2008 procedure for maintaining the register of issue and repayment of the certificates confirming production volume of electrical energy on the qualified generating objects functioning on the basis of use of renewable energy resources.

3. The rules of qualification of the generating object functioning on the basis of use of renewable energy resources, approved by this resolution become effective since October 1, 2008.

Rules of qualification of the generating object functioning on the basis of use of renewable energy resources

I. General provisions

1. These rules establish criteria and procedure for qualification of power plants and separate power stations on production of electrical energy (power units) (further - the generating objects) functioning on the basis of use of renewable energy resources.

In case of qualification of the generating objects functioning on the basis of use of renewable energy resources compliance of the specified generating objects to target indicators of production volume and consumption of electrical energy with use of renewable energy resources in overall balance sheet of production and consumption of electrical energy, to target exponents of localization in the territory of the Russian Federation of production of the capital and (or) the service generating equipment for production of electrical energy with use of renewable energy resources (further - extent of localization) and to target indicators of export of industrial output (the capital and (or) the service generating equipment (including materials, raw materials and component parts) for production of electrical energy with use of renewable energy resources) and (or) works (services) performed (rendered) when designing is determined construction and installation of the generating objects located in the territories of foreign states (further - export indicators), established according to the main directions of state policy in the field of increase in energy efficiency of power industry on the basis of use of renewable energy resources (further - target indicators).

Extent of localization is determined by the generating object functioning on the basis of use of photo-electric transformation of energy of the sun selected during competitive selection of investment projects on construction of the generating objects functioning on the basis of use of renewable energy resources which is carried out later January 1, 2020 according to Rules of the wholesale market of electrical energy and capacity and planned to commissioning from January 1, 2023 to December 31, 2024 as deposit amount of each element of the equipment (the equipment assembled) and works (services) performed when designing of the generating object.

The list of separate elements of the equipment (the equipment assembled) and works which production in the Russian Federation determines contribution to extent of localization by the generating object planned to commissioning till December 31, 2024 inclusive functioning on the basis of energy use of water flows (including energies of sewage) except as specified of use of such energy at hydroheat-sink electrical power stations, is given in appendix No. 4.

The list of conditions for determination of contribution of separate elements of the equipment (the equipment assembled) and works in extent of localization on the generating object functioning on the basis of use of production wastes and consumption, except for the waste received in the course of use of hydrocarbonic raw materials and fuel is given in appendix No. 4(1).

The list of conditions for determination of contribution of separate elements of the equipment (the equipment assembled) and works in extent of localization on the generating object planned to commissioning after December 31, 2024 functioning on the basis of energy use of water flows (including energies of sewage), except for methods of use of such energy at hydroheat-sink power plants, is given in appendix No. 4(2).
