Article 1

Bring in the Federal Law of December 29, 2012 No. 273-FZ "About education in the Russian Federation" (The Russian Federation Code, 2012, No. 53, Art. 7598; 2013, No. 27, Art. 3462; 2015, No. 1, Art. 53; No. 29, Art. 4364; 2016, No. 27, Art. 4239; 2018, No. 32, Art. 5130; 2019, No. 30, Art. 4134; No. 52, Art. 7796; 2021, No. 1, Art. 56) following changes:

1) part 8 of article 55 after words "physical and (or) psychological qualities," to add with the words "form and (or) system of assessment of results of the specified entrance tests";

Part 4 of Article 68 to state 2) in the following edition:

"4. Acceptance on training in educational programs of secondary professional education within budgetary appropriations of the federal budget, budgets of subjects of the Russian Federation and local budgets is public if other is not provided by this part. Acceptance on training in educational programs of secondary professional education in the professions and specialties requiring from the certain creative capabilities arriving availability, physical and (or) psychological qualities is performed based on results of entrance tests according to the procedure, established according to part 8 of article 55 of this Federal Law. If the number of arriving exceeds the number of places which financial provision is performed within budgetary appropriations of the federal budget, budgets of subjects of the Russian Federation and local budgets, the educational organization according to the procedure for acceptance established according to part 8 of article 55 of this Federal Law considers results of development arriving the educational program of the main general or secondary general education, specified in submitted arriving education documents and (or) education documents and about qualifications, results of entrance tests (in the presence), results of individual achievements, data on which arriving having the right to provide in case of acceptance, and also availability of the contract on target training with the organizations specified regarding 1 article 71.1 of this Federal Law.";

3) in Article 83:

a) state part 3 in the following edition:

"3. Additional preprofessional programs in the field of arts are implemented for the purpose of identification of exceptional children at early age, creations of conditions for their art education and esthetic education, acquisition of knowledge, abilities, skills by them in the field of the chosen type of arts, experience of creative activities and implementation of their preparation for vocational training in the field of arts. For training in additional preprofessional programs in the field of arts the educational organizations of additional education of children with the special names "children's school of arts", "children's music school", "children's choral school", "children's art school", "children's choreographic school", "children's drama school", "children's circus school", "children's school of art crafts" are created (further - children's schools of arts). Children's schools of arts have the right to perform educational activities for the additional all-developing programs in the field of arts. Additional preprofessional programs in the field of arts are implemented also in the professional educational organizations realizing the integrated educational programs in the field of arts, educational programs of secondary professional education in the field of arts and in the educational organizations of the higher education.";

b) state part 21 in the following edition:

"21. The federal executive body performing functions on development of state policy and normative legal regulation in the field of culture establishes to the organizations performing educational activities, target figures of acceptance for specialties and the directions of preparation and (or) the enlarged groups of specialties and the directions of preparation for training in educational programs of the higher education in the field of arts within budgetary appropriations of the federal budget according to the procedure, approved by the Government of the Russian Federation, determines in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the general education, procedure of educational activities by children's schools of arts and also determines in the part which is not contradicting this Federal Law other features of the organization and implementation of educational activities, methodical activities for educational programs in the field of arts.";

Item 1 of part 4 of Article 100 to add 4) with the words "taking into account provisions of part 21 of article 83 of this Federal Law";

5) part 4 of Article 111 to recognize invalid.

Article 2

1. This Federal Law becomes effective from the date of its official publication.

2. Provisions of part 21 of article 83 of the Federal Law of December 29, 2012 "About education in the Russian Federation" (in edition of this Federal Law) are applied No. 273-FZ to the relations connected with establishment to the organizations, performing educational activities for educational programs of the higher education in the field of arts, target figures of acceptance for training within budgetary appropriations of the federal budget since 2023/24 academic years.
