1. Operation of this Law extends to the relations arising when implementing by legal entities and physical persons irrespective of patterns of ownership of actions in the field of informatization namely:
- forming and use of information resources on the basis of creation, search, collection, accumulating, processing, transfer, distribution and provision of documentary information;
- creation, implementation and use of systems of processing and information transfer, bases and databanks, means of information technologies;
- to information security and the rights of the subjects participating in information processes using means of information technologies;
- management and regulation of information processes, realization of state policy in the field of informatization and electronic control.
2. Operation of this Law does not extend to the information systems intended for processing of the data and information carried by the legislation of the Kyrgyz Republic to the state secrets, the relations arising with undocumented information and also on the relations regulated by regulations of the author's and patent law, the laws in the field of mass media.
