ORDER OF THE MINISTER OF THE INDUSTRY AND INFRASTRUCTURE DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

About modification and amendments in the order of the acting minister of transport and communications of the Republic of Kazakhstan of May 16, 2011 No. 279 "About approval of the Instruction on the organization and servicing of air traffic" and in the order of the acting minister on investments and development of the Republic of Kazakhstan of July 28, 2017 No. 509 "About approval of Rules of production of flights in civil aviation of the Republic of Kazakhstan"

I ORDER:

1. Bring in the order of the acting minister of transport and communications of the Republic of Kazakhstan of May 16, 2011 No. 279 "About approval of the Instruction on the organization and servicing of air traffic" (it is registered in the Register of state registration of regulatory legal acts for No. 7006, it is published on July 26, 2011 in the Yuridicheskaya Gazeta newspaper No. 105 (2095)) the following changes and amendments:

in the Instruction on the organization and servicing of air traffic, approved by the specified order:

in item 4:

add with subitem 70-1) of the following content:

"70-1) cruiser echelon - the echelon maintained during considerable part of flight;";

add with subitems 112-1) and 112-2) of the following content:

"112-1) weeds in the mode of permanent ascent (CCO) - the flight provided with structure of airspace, configuration of the scheme and procedures of Department of Internal Affairs in the course of which the taking-off aircraft carries out, continuous ascent, using draft of engines, optimum for ascent, and speed of ascent, before achievement of cruiser echelon of flight;

112-2) weeds in the mode of permanent decrease (CDO) - the flight provided with structure of airspace, configuration of the scheme and procedures of Department of Internal Affairs in the course of which the arriving aircraft decreases in the greatest possible degree constantly, using the minimum draft of engines, it is ideal in configuration of the smallest front resistance, to final control point of calling on landings/points of final stage of landing approach;";

118) to state the subitem in the following edition:

"118) the place of expectation at the runway - the certain place intended for protection of the runway, the surface of restriction of obstacles or critical (sensitive) zone PMC (ILS) on which the driving aircrafts and vehicles stop and are expected if there is no other specifying from the relevant control office;";

140) to state the subitem in the following edition:

"140) echeloning - the general term meaning vertical, horizontal (longitudinal and side) dispersion of aircrafts in airspace on the established intervals;";

state Item 7 in the following edition:

"7. Specialists of body of Department of Internal Affairs (service Department of Internal Affairs), in the work, are guided by technologies of work of dispatchers of body of Department of Internal Affairs (service Department of Internal Affairs) which are developed based on the standard technologies of work developed in the aeronautical organization and approved with authorized organization taking into account local features and conditions of each specific control office (sector) and include:

1) general provisions;

2) preparation for watch and watch acceptance;

3) procedures and conditions of coordination;

4) servicing of air traffic;

5) operations procedure in an emergency, the dangerous situations and equipment failures, contingencies connected with violation of Department of Internal Affairs.";

state Item 11 in the following edition:

"11. Hours and other devices registering time in bodies of Department of Internal Affairs display time with accuracy within ±30 seconds from UTC. When using data line, hours and other devices registering time display time with accuracy within 1 second from UTC.

Verification of presence and qualities of data recording, the current time is carried out according to requirements of Rules of radio engineering ensuring the flights and aviation telecommunication in civil aviation approved by the order of the Minister of investments and development of the Republic of Kazakhstan of June 29, 2017 No. 402 (registered in the Register of state registration of regulatory legal acts for No. 15554).";

state Item 17-4 in the following edition:

"17-4. The list of the officials making statements affirms the head of the supplier of aeronautical servicing (branch).";

state Item 17-9 in the following edition:

"17-9. The aeronautical organization under which supervision the body of Department of Internal Affairs (service Department of Internal Affairs) is establishes:

1) procedures of document flow and clerical work;

2) the number of staff according to the normative number of specialists of Department of Internal Affairs, considering features (servicing amounts) provided by body of Department of Internal Affairs (service Department of Internal Affairs), deficit in human resources for accomplishment of the tasks and functions established for body of Department of Internal Affairs (service Department of Internal Affairs) and also necessary measures for the solution of the matter;

3) procedures of forecasting of need for new specialists of Department of Internal Affairs on medium-term (2 years) and the long-term period (5 years), and also maintaining the register of the specialists of Department of Internal Affairs entering personnel reserve of body of Department of Internal Affairs (service Department of Internal Affairs).";

state Item 18 in the following edition:

"18. Tasks of servicing of air traffic is:

1) prevention of collisions between aircrafts;

2) prevention of collisions of the aircrafts which are on the maneuvering area with obstacles in this area;

3) acceleration and regulation of air traffic;

4) representation of consultations and information, with use of the available means of communication for ensuring safe accomplishment of flights;

5) the notification of the relevant organizations on the aircrafts needing the help of search and rescue services and rendering necessary assistance to such organizations.";

state Item 30 in the following edition:

"30. Borders of the dispatching areas including airways and terminal control areas, are established so that they covered the airspace sufficient for inclusion of trajectories of those flights on PPP or their parts for which it is reasonable to provide the corresponding types of dispatching servicing of air traffic taking into account opportunities of navigation aids, the providing "air-to-ground" with radio communication used in this area.

The list of areas (zones) of flight information and dispatching areas and their border are determined by the supplier of aeronautical servicing, and published in documents of aeronautical information.

Borders of terminal control areas and dispatching zones, TMZ and RTZ are developed by the supplier of aeronautical servicing and published in documents of aeronautical information.

Borders of zones of airfield movement of uncontrollable airfield are developed by the operator of airfield, approved with body of servicing of air traffic and/or air traffic control around which responsibility there is airfield, and published in documents of aeronautical information.

Borders of areas (zones) of air traffic control match with borders of areas (zones) of flight information and dispatching areas.

In case of delimitation of areas of airfields (terminal control areas) schemes of departure and landing approach, leaving on the second circle, flight in the waiting area, and also standard routes of departure on devices (SID), standard routes of arrival on devices (STAR), routes of entrance (exit) to airways are considered.

The dispatching area includes the terminal control area - (TMA), routes of Department of Internal Affairs, airways, waiting areas and other zones of special purpose.

If the region (zone) of responsibility of RDTs and ADTs (DPRA) belongs on belonging to the different aeronautical organizations, boundaries of transfer of Department of Internal Affairs are established according to the agreement on procedures of coordination between relevant organs of Department of Internal Affairs.

Side borders of dispatching zones cover those, the parts of airspace which are not entering dispatching areas through which there pass trajectories of the flights on PPP of AF which are arriving to airfields and taking off from airfields.

Side borders of dispatching zone will be spaced from the center of the relevant airfield or airfields at distance of at least 9,3 of kilometer in the directions from where landing approaches can be made. The dispatching zone includes two or several close located one from other airfields.

If the dispatching zone is located within side borders of the dispatching area, it stretches up from the Earth's surface at least to the lower bound of the dispatching area.

If necessary the upper bound is established above the lower bound of the dispatching area.";

state Item 35 in the following edition:

"35. control offices of Department of Internal Affairs shall be placed in the buildings meeting the requirements of regulations of serviceability of civil airfields.

For temporary placement in airfields, operational expansion on temporary platforms and in emergency cases mobile DPV (mobile control centers of flights) can be used. When using mobile DPV (mobile control centers of flights) on the control offices combining the DPV and DPP functions indicators of air situation can be used.";

state Item 131 in the following edition:

"131. In all cases regulation of speeds shall be finished before removal of 7 kilometers (4 nautical miles) from the runway.";

142, of 143, of 144, 145 and 146 to state Items in the following edition:

"142. Echeloning minima with turbulence in trace are based on group of types of aircrafts on four categories according to the maximum certified take-off weight as follows:

1) "superheavy" (J) - the types of aircrafts specified as those in the document Doc of 8643 ICAO "Symbols of types of aircrafts";

2) "heavy" (N) - all types of aircrafts weighing 136 000 kg or more, except for types of the aircrafts listed in the document Doc of 8643 ICAO in categories "superheavy" (J);

3) "average" (M) - types of aircrafts weighing less than 136 000 kg, but more than 7000 kg;

4) "lungs" (L) - types of aircrafts weighing 7000 kg or less.

Categories of turbulence in trace on each type of aircrafts contain in the document Doc of 8643 ICAO "Symbols of types of aircrafts".

143. Concerning the aircrafts belonging to the category "superheavy" or "heavy" in case of primary establishment of radiotelephone communication between such aircrafts and bodies of Department of Internal Affairs the word "super" - "superheavy" or "heavy" - "heavy", respectively is added to call sign of the aircraft.

144. Counting of barometric flight altitude of AF is made when flying:

1) within the terminal control area (dispatching zone) at transition height below - on QNH value of airfield;

2) when flying at transition height below outside the terminal control area (dispatching zone) - on the minimum atmospheric pressure on route (the sector, the area) specified to the average level of the sea;

3) on transition echelon above - on the standard atmospheric pressure of 1013,25 of Mbar / гПа (760 millimeters of mercury).

Outside terminal control areas (dispatching zones) on routes of Department of Internal Affairs where the published minimum absolute flight altitude exceeds transition height, transition height for flights is established to equal this minimum absolute flight altitude, and echelon of transition will be the lower used echelon of flight which is determined depending on the size QNH by flight route (the sector, the area).

145. After take-off transfer of scale of pressure of the barometric altimeter by crew of AF is made:

1) on value of standard atmospheric pressure - when crossing height of transition;

2) on value of the minimum atmospheric pressure along flight route (the sector, the area) given to the average level of the sea at transition height below - at the established boundary or on specifying of body of Department of Internal Affairs.

146. Keeping of echelon (height) of flight is made:

1) on standard atmospheric pressure - from transition height in case of set of echelon (height) and from flight echelon to transition echelon in case of decrease in AF;

2) on QNH of airfield - within the terminal control area (dispatching zone) from take-off before ascent of transition and from transition echelon before landing.

3) on the minimum QNH value on route (the sector, the area) - when flying along route at transition height below outside the terminal control area (dispatching zone).

When flying along route for installation of altimeters the predicted smallest QNH value is used.";

state Item 150 in the following edition:

"150. When landing in airfield transfer of scale of pressure of the barometric altimeter is made:

1) from the standard atmospheric pressure of 1013,2 of Mbar (760 mm) upon QNH value of airfield when crossing echelon of transition;

2) when approaching to airfield at height of transition and below from the minimum atmospheric pressure along route of the sea given to the average level upon QNH value of airfield - at the established boundary or on specifying of body of Department of Internal Affairs.";

to state paragraph 1 of Chapter 14 in the following edition:

"Paragraph 1. General provisions

"157-1. Permissions are not issued on accomplishment of maneuver as a result of which the interval between aircrafts will be reduced to size smaller, than the size of applicable echeloning minimum in these conditions.

157-2. In cases when there are premises to violation of minimum of echeloning in case of deterioration in flight technical characteristics of the aircraft (refusal or deterioration in work of systems of navigation, communication, measurement of height, flight control or other systems) the crew of AF reports about it to body of Department of Internal Affairs for providing the established echeloning intervals with it.

157-3. When permission to entrance to the dispatching area, on the echelon (height) passing below the lower used echelon (height) established for the subsequent part of route is issued to the aircraft, the body of Department of Internal Affairs under which authority this area is issues to the aircraft the reviewed permission in spite of the fact that the pilot did not request necessary change of echelon (height).

157-4. In case of change of echelon (height), permission with indication of time, the place or the vertical speed of change of echelon is issued to the aircraft.

157-5. The aircraft is allowed to occupy echelon which was occupied with other aircraft earlier after this last aircraft reported on its release, except as specified, when:

1) it is known of availability of strong turbulence;

2) the aircraft which is above carries out set in the cruiser mode;

3) distinctions in flight technical characteristics of aircrafts are that that reduction of the applied echeloning minimum is possible, at the same time such permission is late until the aircraft exempting this echelon does not report about occupation or passing of other echelon separated the first by required minimum of echeloning.

157-6. The aircraft which is carrying out flight on the set echelon (height) has advantage before the aircraft which crew asks for permission to occupy this echelon (height). In that case when on one cruiser echelon there are several aircrafts, right first priority, the aircraft going ahead uses.";

add with Item 169-1 of the following content:

"169-1. In the absence of radar control between AF carrying out flight in the waiting area and another arriving, taking off or being on route of AF, vertical echeloning is applied while the last are in limits of 5 min. flight from the waiting area.";

state Item 172 in the following edition:

"172. The minimum intervals of horizontal echeloning when flying on PPP with use of watch systems of Department of Internal Affairs are established:

1) in case of district dispatching servicing - at least 10 nautical miles;

2) in case of dispatching servicing of approach - at least 5 nautical miles;

3) in case of airfield dispatching servicing the following minima based on echeloning, connected with turbulence in trace are applied:

for all AF following AF with take-off weight of 136 tons and more - at least 6 nautical miles;

for the easy AF following average AF - at least 5 nautical miles;

in all other cases - at least 4 nautical miles;

for the heavy AF following superheavy - at least 6 nautical miles;

for the average AF following superheavy - at least 7 nautical miles;

for the easy AF following superheavy - at least 8 nautical miles.";

state Item 179 in the following edition:

"179. If the arriving aircraft carries out landing approach on devices, the taking-off aircraft carries out take-off provided that:

1) its line of way after take-off will have angular difference with landing rate no more than 45 °;

2) the arriving aircraft started accomplishment of standard turn;

3) take-off will be executed at least in 3 min. prior to estimated time of exit of the arriving aircraft to the beginning of the runway.";

183, of 184, 185 and 186 to state Items in the following edition:

"183. From body of Department of Internal Affairs it is not required to apply echeloning in case of turbulence in trace:

1) concerning the arriving aircrafts on PPP which are carrying out visual landing approach when the crew of the aircraft reported about availability in the field of vision of the prior aircraft and got permission for landing approach and to maintain independently echeloning of rather this aircraft;

2) concerning the arriving aircrafts which are carrying out landing on PVP to the same runway.

184. The body of Department of Internal Affairs concerning the aircrafts specified in Item 183 of this Instruction and also in any other necessary cases issues the warning of possible turbulence in trace. The commander of the aircraft provides observance of interval of echeloning of rather prior aircraft belonging to the category of heavier taking into account turbulence in trace.
