ORDER OF THE MINISTER OF EDUCATION AND SCIENCE OF THE REPUBLIC OF KAZAKHSTAN

8. List of documents necessary for rendering the state service

For receipt of the certificate of recognition of the education document the following documents are submitted:

- in case of the appeal to the State corporation:

1) the statement for recognition of education documents in form according to appendix 1 to these rules;

2) the copy of the legalized or apostilled education document and appendix to it (the original for reconciliation, is subject to return) and notarially attested transfer (if the document completely in foreign language) the education document and appendix to it, including transfer of stamp of seal.

In case of issue of the education document in the participating country of the international treaty (agreement) on the legal assistance providing cancellation of legalization of official documents which participant is the Republic of Kazakhstan legalization or its apostilization is not required, notarially attested copy of the education document and appendix to it, and notarially attested transfer is submitted (if the document completely in foreign language).

3) the identity document of the owner of the education document (for identification of the personality) or the authorized representative based on notarially certified power of attorney.

For nonresidents of the Republic of Kazakhstan - the copy of the identity document of the owner of the education document (with transfer on Kazakh or Russian).

If the owner of the education document changed surname, name or middle name (in case of its availability) after its obtaining, it is necessary to provide the copy of the certificate on state registration of acts of record of change of surname, name or middle name (in case of its availability) or assembly record about scrap or about annulment of marriage;

4) the receipt on payment (it is not required in case of the repeated address).

Uslugopoluchatel represents confirmation of the preparation, including documents on the admission to professional activity, practical experience for the purpose of compliance to requirements, established in Item 10 of these rules. Notarially attested copies of these documents are represented together with their notarially attested transfers (if the document completely in foreign language), including transfer of stamps of seals.

In cases of implementation of restrictive actions by the relevant state bodies, introductions of emergency state, emergence of emergency situations of social, natural and technogenic nature in certain territory the uslugopoluchatel represents copies of these documents together with their notarially attested transfers (if the document completely in foreign language), including transfer of stamps of seals.

Certification of transfer of documents, specified in this Item on Kazakh or Russian is performed by the notary in the territory of the Republic of Kazakhstan or bodies of diplomatic service of the Republic of Kazakhstan in the country in which the document is issued.

Data on identity documents of uslugopoluchatel, the employee of the State corporation receives from the corresponding state information systems through lock of "the electronic government".

The employee of the State corporation registers documents and issues to uslugopoluchatel the receipt on acceptance of the relevant documents or in case of provision by uslugopoluchatel of incomplete document package, and (or) documents with the expired effective period refuses documents acceptance and issues the receipt according to appendix 10 to these rules. Day of documents acceptance does not enter rendering the state service in time.

- In case of the address on the portal:

1) the statement for recognition of education documents in form according to appendix 1 to these rules certified by the digital signature (further – the EDS) uslugopoluchatel;

2) the electronic copy of the legalized or apostilled education document and appendix to it and notarially attested transfer (if the document completely in foreign language), including transfer of seal.

In cases of implementation of restrictive actions by the relevant state bodies, introductions of emergency state, emergence of emergency situations of social, natural and technogenic nature in certain territory the uslugopoluchatel represents the electronic copy of the education document and appendix to it and applies the scanned notarially attested transfer (if the document completely in foreign language), including transfer of stamps of seals.

3) for nonresidents of the Republic of Kazakhstan - the electronic copy of the identity document of the owner of the education document (with transfer on state or Russian).

4) data on payment (it is not required in case of the repeated address).

In case of the address through the portal to uslugopoluchatel information on the status of acceptance/refusal of request for rendering the state service, and also the notification with indication of date and time of receipt of result of the state service goes to "personal account".

For receipt of the certificate of nostrification of the education document the following documents are submitted:

- in case of the appeal to the State corporation:

1) the statement for nostrification of the education document in form according to appendix 1 to these rules;

2) the copy of the legalized or apostilled education document and appendix to it (the original for reconciliation, is subject to return) and notarially attested transfer (if the document completely in foreign language) the education document and appendix to it, including transfer of stamp of seal.

In case of issue of the education document in the participating country of the international treaty (agreement) on the legal assistance providing cancellation of legalization of official documents which participant is the Republic of Kazakhstan legalization or its apostilization is not required, notarially attested copy of the education document and appendix to it, and notarially attested transfer is submitted (if the document completely in foreign language).

The certification of transfer of documents specified in this Item on Kazakh or Russian is performed by the notary in the territory of the Republic of Kazakhstan or bodies of diplomatic service of the Republic of Kazakhstan in the country in which the document is issued.

1) the statement for issue of the duplicate in form according to appendix 9 to these rules;

2) the identity document of the owner of the education document (for identification of the personality) or the authorized representative based on notarially certified power of attorney.

For nonresidents of the Republic of Kazakhstan - the notarial attested copy of the identity document of the owner of the education document (with transfer on state or Russian);

3) if the owner of the certificate of recognition and (or) nostrification changed surname, name or middle name (in the presence) after its obtaining, it is necessary to provide the copy of the certificate on state registration of acts of record of change of surname, name or middle name (in case of its availability), or assembly record about scrap or about annulment of marriage (with transfer on state or Russian) and the original of the certificate of recognition and (or) nostrification;

4) the receipt on payment (it is not required in case of the repeated address)

Data on identity documents of uslugopoluchatel, the employee of the State corporation receives from the corresponding state information systems through lock of "the electronic government".
