The paragraph third Article 1 to state 1) in the following edition:
"the Russian carrier - the Russian legal entity or the individual entrepreneur using one or several cargo vehicles and (or) one or several buses belonging to them (further - vehicles) for transportation of goods or passengers;";
2) in Article 2:
a) state Item 7 in the following edition:
"7. To implementation of the international motor transportations except for performed by vehicles of the Armed Forces of the Russian Federation, other troops, military forming and bodies specified in Items 5 and 6 of article 1 of the Federal Law of May 31, 1996 to No. 61-FZ "About defense" (further - other troops, military forming and bodies), the Russian carriers in accordance with the terms, specified in Item 7.2 of this Article are allowed.";
b) add with Items 7.2 - 7.9 following of content:
"7.2. Conditions of the admission of the Russian carrier to implementation of the international motor transportations are:
