the operator of electronic payment system – bank, the organization performing separate types of banking activities, or the payment institute providing functioning of electronic payment system, including collection, processing and information transfer, created when implementing transactions with use of electronic money, and also the determining rules of functioning of electronic payment system according to the agreement signed with the issuer (issuers) of electronic money.";
