According to the subitem 4) Item 1 of the Presidential decree of the Republic of Kazakhstan on March 16, 2020 No. 286 "About measures for ensuring social and economic stability" PRIKAZYVAYU:

1. Approve the enclosed Rules of implementation of lump social sum payment on case of loss of the income in connection with introduction of restrictive actions.

2. To provide to department of work and social partnership of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the first vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Sarbasov A. A.

4. This order becomes effective from the date of its first official publication.

Rules of implementation of lump social sum payment on case of loss of the income in connection with introduction of restrictive actions

Chapter 1. General provisions

1. These rules of implementation of lump social sum payment on case of loss of the income in connection with introduction of restrictive actions are developed according to the subitem 4) of Item 1 of the Presidential decree of the Republic of Kazakhstan on March 16, 2020 No. 286 "About measures for ensuring social and economic stability" and determine procedure of lump social sum payment on case of loss of the income in connection with introduction of restrictive actions.

1-1. In these rules the following concept is used:

the operator of electronic payment system – bank, the organization performing separate types of banking activities, or the payment institute providing functioning of electronic payment system, including collection, processing and information transfer, created when implementing transactions with use of electronic money, and also the determining rules of functioning of electronic payment system according to the contract signed with the issuer (issuers) of electronic money.

2. Lump sum payment is appointed once in 1, the 5-fold size of the minimum wage established by the Law of the Republic of Kazakhstan "About the republican budget" for the corresponding financial year on condition of total loss of the income during action of the restrictive actions entered in July and August, 2020 according to Item 3 of article 104 of the Code of the Republic of Kazakhstan of July 7, 2020 "About health of the people and health care system".

At the same time the lump sum payments appointed as of August 3, 2020 automatically are recalculated and appointed in the amount of, provided by part one of this Item.
