Approve the enclosed changes which are made to the requirements to anti-terrorist security of objects (territories) of system of the state material reserve approved by the order of the Government of the Russian Federation of October 17, 2016 No. 1053 "About approval of requirements to anti-terrorist security of objects (territories) of system of the state material reserve and form of the material safety data sheet of these objects (territories)" (The Russian Federation Code, 2016, No. 43, Art. 6031; 2017, No. 48, Art. 7220).

Changes which are made to requirements to anti-terrorist security of objects (territories) of system of the state material reserve

1. In Item 14:

a) third the subitem "v" to state the paragraph in the following edition:

"timely identification of the facts of violation of the throughput and inside modes, attempts of bringing (transportation) of the prohibited objects (explosives, weapon, ammunition, radioactive, narcotic and other dangerous objects and substances) on objects (territories);";

b) add with the subitem "e" of the following content:

"e) identification and prevention of unauthorized bringing (transportation) and application on object (territory) of toxic chemicals, toxic agents and pathogenic biological agents, including in case of their obtaining with use of mailings that is reached by means of:

timely identification of the facts of violation of access control, attempts of bringing (transportation) of toxic chemicals, toxic agents and pathogenic biological agents on objects (territories);

recurring inspection (bypass and survey) of buildings (structures, constructions) and the territory with storage and utility rooms;
