1. Approve enclosed:

requirements to anti-terrorist security of objects (territories) of system of the state material reserve;

form of the material safety data sheet of objects (territories) of system of the state material reserve.

2. Provide to Federal Agency for State Reserves reduction of anti-terrorist security of objects (territories) of system of the state material reserve in compliance with the requirements approved by this resolution for the account and within the budgetary appropriations provided to the specified Agency in the federal budget on implementation of activities in the established sphere.

Requirements to anti-terrorist security of objects (territories) of system of the state material reserve

I. General provisions

1. These requirements establish procedure for ensuring anti-terrorist security of objects (territories) for system of the state material reserve (further - objects (territories) which owners are Federal Agency for State Reserves, its territorial authorities and the subordinated organizations operating these objects (territories) (further - bodies (organizations).

In these requirements objects (territories) are understood as complexes technologically and technically the buildings connected among themselves, structures, constructions and systems, and also certain buildings, structures and constructions.

2. These requirements do not extend:

a) on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection.

3. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations).

4. For the purpose of establishment of the differentiated requirements to anti-terrorist security of objects (territories) depending on the degree of threat to making of act of terrorism and its possible effects categorization of objects (territories) is carried out.

5. Categorization of objects (territories) is performed based on assessment of condition of the security of objects (territories) considering their importance for infrastructure and life support, availability on objects (territories) of critical elements which damage will lead to the termination of normal functioning of objects (territories), degree of potential danger and threat of making of acts of terrorism on objects (territories), and also possible effects of making of acts of terrorism on objects (territories).

The degree of threat to making of act of terrorism is determined based on data on situation around arrangement of object (territory), about possible threats of making of acts of terrorism, and also about the terrorist attacks conducted and prevented in the region.

c) possible conditions of origin and development of emergency situations with dangerous social and economic effects;

d) the scale of possible social and economic effects of accidents on object (territory), including as a result of making of act of terrorism;

e) availability of critical elements of object (territory) and their characteristic;

e) availability of potentially dangerous sites of object (territory) and their characteristic;

g) availability of weak spots of object (territory);

h) the categories of danger which are earlier appropriated to object (territory);

i) types of threats and model of violators concerning object (territory);
