About modification of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration
The government of the Russian Federation decides:
Bring in the Rules of preparation of regulatory legal acts of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation of August 13, 1997 No. 1009 "About approval of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration" (The Russian Federation Code, 1997, No. 33, Art. 3895; 2009, No. 2, Art. 240; 2010, No. 9, Art. 964; 2012, No. 27, Art. 3739; No. 38, Art. 5102; No. 52, Art. 7507; 2013, No. 38, Art. 4831; 2014, No. 8, Art. 816; 2015, No. 6, Art. 965; 2016, No. 35, Art. 5348; 2017, No. 32, Art. 5088; 2018, No. 25, Art. 3696; 2019, No. 38, Art. 5313), following changes:
a) Item 3 (to add 2) with paragraphs of the following content:
"Projects of regulatory legal acts belong to the projects of regulatory legal acts which are subject to the direction on the conclusion, specified in paragraph one of this Item:
the establishing new payment commitments of public legal entities;
leading to change of receipts in budgets of budget system of the Russian Federation;
leading to increase (reduction) in amounts of the budgetary appropriations necessary for realization of assumed payment commitments.
The specified conclusion prepares within 30 days from the date of receipt of the project of regulatory legal act.
In case of doubts concerning compliance of projects of regulatory legal acts to the criteria provided by this Item, such projects are also subject to the direction on the conclusion in the Ministry of Finance of the Russian Federation.";
b) to add Item 12 after the paragraph of the sixteenth with the paragraph of the following content:
