About modification and amendments in the order of the acting minister on investments and development of the Republic of Kazakhstan of July 28, 2017 No. 509 "About approval of Rules of production of flights in civil aviation of the Republic of Kazakhstan"

1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of July 28, 2017 No. 509 "About approval of Rules of production of flights in civil aviation of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 15852, it is published on March 29, 2018 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan) the following changes and amendment:

in Rules of production of the flights in civil aviation of the Republic of Kazakhstan (further - Rules) approved by the specified order:

add Item 2 with subitem 12-1) of the following content:

"12-1) authorized organization in the field of civil aviation - the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, safety of flights and aviation safety;";

"3. The authorized body approves instructive material, and also issues directives on the flight validity according to standards and recommended practice of ICAO. 104. For registrars of DLR or the DLRS systems the review period of data recording system constitutes two years; on condition of approval by authorized organization the specified period can be prolonged up to four years if these systems showed the high level of reliability and self-checking.";

"132. Citizens of the Republic of Kazakhstan, and also the foreign citizens who underwent the procedure of recognition by authorized organization of the certificates (certificates) of aviation personnel granted by foreign state are part of flight crew of AF of the Republic of Kazakhstan.";

"138. The aviation inspectors of authorized organization having the admission to flights on the AF this type irrespective of availability of other checking, are included crew of AF with registration in task for flight as checking.

The aviation inspectors of authorized organization who do not have the admission to flights:

1) when implementing checks of work of aviation personnel, systems and the equipment of AF when stay in cabin of flight crew is necessary - are included crew as the stay checking with the right in cabin of flight crew and registration in task for flight;

2) are drawn up in task for flight as office passengers.";

"142. The aviation personnel included in structure of crew for the purpose of ensuring flight or the trainee have in case of themselves the existing documents:

1) the certificate (certificate) of aviation personnel for the faces included in structure of crew for the purpose of ensuring flight;

2) certificate (student ID cards) of cadets, trainees.

Crew members of AF show the documents specified in subitems 1) and 2) of this Item upon the demand of officials of the organizations of civil aviation and authorized organization.";
