Paragraph one of part 1 of Article 5.27.1 after words "parts 2 - 4 these Articles" to add 1) with the words "and part 3 of Article 11.23 of this Code";
Article 11.23 to state 2) in the following edition:
"Article 11.23. Vehicle control or release to the line of the vehicle without tachograph, non-compliance with regulations of time of vehicle control and rest or violation of work-rest schedule of drivers
1. Vehicle control without tachograph if its installation on the vehicle is stipulated by the legislation the Russian Federation, or with violation of the requirements to use of the tachograph established by regulatory legal acts of the Russian Federation, except for case of breakdown of the tachograph after release to the line of the vehicle, or vehicle control, belonging to foreign carrier, without maintaining the daily registration leaves of work-rest schedule applied in the cases established by the legislation of the Russian Federation -
attracts imposing of administrative penalty on the driver at the rate from three thousand to five thousand rubles.
2. Release to the line of the vehicle without tachograph if its installation on the vehicle is stipulated by the legislation the Russian Federation, or with violation of the requirements to use of the tachograph established by regulatory legal acts of the Russian Federation, except for case of breakdown of the tachograph after release to the line of the vehicle, -
