- in Regulations on the procedure for assignment, lowering and deprivation of class ranks of the government civil servants and local government officers of the Kyrgyz Republic approved by the above-named Decree:

"14. The first class rank is appropriated to the employee not earlier than in year after appointment of the employee to managerial position, including probation period, following the results of evaluating activities (except for case, stipulated in Item 35th this provision). At the same time if the employee is appointed to other position within one state body, local government body, then term for assignment is estimated on set of all time of continuous service on all positions in this state body, local government body.";

"28. Assignment of class ranks of the adviser of municipal service 1, 2 and 3 classes are made by the head of authorized state body for the public civil service and municipal service (further - authorized state body) on representation of the head of relevant organ of local self-government following the results of evaluating activities.
For assignment of the class rank of the adviser of municipal service 1, 2 and 3 classes by local government bodies are brought in authorized state body the following documents:
- representation of the head of relevant organ of local self-government (with indication of data on availability or lack of authority punishments);
- passport copy;
